The five council members who voted to duck the issue want us to believe they did so in the name of democracy. That's like saying George Bush is a man of conviction.

But it was the five "duckers" who carried the day. They were Vice Bureau of Prisons officials awarded a contract late Tuesday for the prison, and construction will begin immediately.

The prison will be shared by the bureau and the Immigration and Naturalization Service. A bureau spokesman said the detention center should be ready for use early next year. It is expected to employ 200 to 300 people. The prison will house illegal aliens who have been convicted of crimes in this country. The INS will use the prison for illegal aliens awaiting either sentencing for crimes they committed or detention hearings.

The INS operates a similar facility in Florence.
