The Arizona Republic Friday, June 5, 1992 BIO Carl Stotz, founder of Little League baseball Forum explores race woes Police urged to hire more minorities Deaths Elsewhere Beavercreek, Ohio, "It gave him great pleasure to know that from his idea, boys and girls from all over the world were enjoying a good sport." Little League gave a start to many of baseball's greats, including Orel Hershiser, Gary Carter, Nolan Ryan and Eddie Murray. But plenty of Little Leaguers left baseball behind, including Vice President Dan Quayle, actors Tom Selleck and Danny DeVito, singer Bruce Springsteen and sportscaster Brent Musburger. Mr. Stotz is survived by his wife, two daughters, a sister and four grandchildren. Little League in 1939 involved 30 Williamsport boys on three teams.

Today, about 2.5 million boys and girls play on about 140,000 teams. The organization sanctions 17,000 leagues in 45 countries. The Little League World Series, first held in 1947, is played each year in this northeastern Pennsylvania town. But Mr. Stotz wasn't proud of what Little League became.

"Little League Baseball was, or should be, the neighborhood program it was then," he said in 1989. "It's to give boys a chance to play." The forum at the First Institutional Baptist Church in Phoenix was sponsored by the Maricopa County branch of the National Association for the Advancement of Colored People, which suggested it in lieu of a protest march over the April 30 King verdict. About 40 people attended the forum.

Charles Fanniel, president of the NAACP branch, said the purpose of the forum was to "address issues that could cause problems between police agencies and minority people in our community." One of the panelists, NAACP state President Wilbert Nelson, said that there many Arizona's can community feel that the state's law-enforcement agencies need more minorities among their ranks. "African-Americans are about 3 percent of the state's population, 1'and we don't have more than 1 or 1. 2 percent representation on police forces," he said. "But even with greater representation, we need to see to it that all police are better educated about the people they deal with. They need to better understand black people and Hispanic people." Other panel members included -i' Phoenix Police Chief Dennis Garrett, 11; Maricopa County Sheriff Tom Agnos, the Rev.

Garrett said that the Phoenix police force is about 3 percent black, with 65 black officers on the force. He said a police force can maintain good relations by "demonstrating an attitude of respect toward the people we deal with." Boycott is urged on China toys TUCSON Human-rights activists on Thursday the third anniversary of the Tiananmen Square massacre in Bejing asked consumers to stop buying Teenage Mutant Ninja Turtles and other toys made in China. At a news conference at the University of Arizona, Linda Pfeifer, a member of the Toycott Coalition, which is calling for the boycott, asked, "How can we, in conscience, give our children toys made by a government that massacres its own children?" Pfeifer said that Americans should refuse "to finance brutality in China" and said that the boycott should continue until human-rights conditions are attached to trade agreements with China and until such conditions are met by that nation. The Arizona members of the coalition are part of a nationwide campaign.

One Tucson toy-store owner, Kary Lung, said the boycott presents an opportunity "to encourage other countries to produce toys until the human-rights record of the Chinese government is changed." Another conference speaker, Fang Lizhi, who fled China a year ago and is now a physics professor at the University of Arizona, said China policy-makers have reneged on a promise to, with continued investment, engage in economic reform and to improve human-rights conditions. Pfeifer suggests that American consumers check labels in toy stores before buying. "Look at the Made in China label and decide," she said. "It's your choice: business as usual or human rights for China." accusing Peter J. McGovern, then Little League's president, of betraying the organization's original concept by loading its 15-member board of directors with his associates and leaving thousands of volunteer workers in Williamsport unrepresented.

When the courts ruled against Mr. Stotz, he severed all ties with Little League. Mr. Stotz rarely talked about why he left, "but it seems he didn't like the idea of using boys to make money," said Max Border, a friend for 45 years. Nevertheless, said Mr.

Stotz's older daughter, Monya Lee Adkins of Jeffrey Neal McDonald, 48, of Glendale, a flight instructor with McDonnell Douglas died May 17, 1992. Stotz died at Williamsport Hospital after being admitted last week for coronary problems. "It's the end of an era," said Steve Keener, a spokesman for Little League Baseball Inc. "But that the program affects millions of children is certainly a nice thing to be remembered for." Robert James Benedetti, 66, of Las Vegas, formerly of Show Low, a retired Air Force lieutenant colonel fighter pilot, died May 31, 1992. He was born in San Francisco and was a member of the Elks Lodge. He was a World War II, Korean War and Vietnam War veteran and a member of the Veterans of Foreign Wars.
