He was 77. Mr. Jackson, who moved to Scottsdale in 1960, joined in 1971 with auto collector and longtime friend Tom Barrett to conduct auctions of antique and classic cars in what they called the Scottsdale Car Auctions. In 1979, they began the BarrettJackson auction, which has become renowned for the rare and expensive collector autos that cross the auctioneer's block and the jet-set crowd it attracts to Scottsdale. Mr.

Jackson was born in Menominee, in 1915. He was a firefighter and owner of a general store in Pontiac, from 1946 until 1960, when he and his family moved to the Valley. He and his wife, Nellie, moved to Paradise Valley about two years ago. In Scottsdale, he built and operated Russ's Super Car Wash from 1962 until 1971, as well as buying and selling antique cars. In 1973, Mr.

Jackson opened the Classic Carriage House car-restoration business in Phoenix. Barrett and Mr. Jackson are largely credited with bringing thousands of hobbyists and investors into the world of collector cars. "He tried to add integrity to it," Brian Jackson said of his father. Don Williams, president of the Blackhawk auto collection in Danville, Calif, said, "Russ was one of the pioneers of marketing classic cars." Mr.

Jackson, an Air Force veteran, is survived by his wife, sons and a sister, Roberta Elliot, of Houston. Viewing will take place today from 6 to 8 p.m. at Green Acres Mortuary, 401 N. Hay den Road, Scottsdale. Services are planned Thursday at 11 a.m., at Valley Presbyterian Church, 6947 E.

The National Commission on Responsibilities for Financing Postsecon-dary Education, in a report to be released today, urges Congress to consolidate many financial-aid programs, approve direct-to-student loans as opposed to bank loans and adopt a community-service program similar to that proposed by President Clinton. Clinton has yet to unveil his plan, which he has said would allow students to borrow money for college and repay it through public service or payroll deductions.

Clinton's plan would replace a federal program that provided $13 billion in loans to 4.8 million students in 1991, but not tamper with the Pell Grants, the direct loans to students. Large universities are more supportive than smaller schools of direct student loans, where the colleges rather than banks act as lenders of the federal money. A plan to cap student aid at $14,000 probably would not be popular with expensive private institutions, which can cost more than $20,000 a year.
