Wednesday, July 10, 1991 The Arizona Republic B3 Obituaries Taxpayers losers in bureau's lease Golf course, Westworld on U.S. land By Martin Van Der Werf The Arizona Republic WASHINGTON Bureau of Reclamation officials are coming under fire for allowing the Tournament Players Club golf course and Westworld entertainment complex in Scottsdale to operate on federal land without returning a dime to taxpayers. The issue has arisen before in congressional hearings, but Rep. Mike Synar, said he intends to keep it alive. "The taxpayers are likely to be mystified and angry, as I am, as to why the Bureau of Reclamation has allowed these lands, which are owned by the American people, to be leased out for such lucrative private enterprises when the taxpayers get nothing in return," Synar said.

Synar, chairman of the House subcommittee on environment, energy and natural resources, has scheduled a hearing Thursday afternoon about recreation concessions on Bureau of Reclamation land. The golf course, home to the Phoenix Open, and Westworld sit on 716 acres the bureau bought as a flood-detention basin. The bureau signed contracts with Scottsdale in 1982 and 1985, naming the city as manager of the land for 50 years, with a 25-year renewal option. According to Steve Richardson, a staff member of Synar's subcommittee, the facilities have generated $24 million in gross revenues in the past three years. About $1.5 million went to Scottsdale; the rest was kept by the Professional Golfers Associa- tion, which manages the course.

i U.S. taxpayers didn't get a nickel. Bob Walsh, a spokesman for the Bureau of Reclamation, said that when the agency signed the contracts with Scottsdale, it was working under a mandate to provide public-recre- ation opportunities at as small a cost to the government as possible. The federal government invested nothing in the course. It simply allowed Scottsdale to take over maintenance and operation of the land.

Scottsdale, in turn, leased the land to the PGA for development of the course, which opened in 1988. When asked whether another land- lord would disclaim any stake in activities on its land, Walsh said, "I'm sure it wouldn't. The private sector is a profit-driven entity. The government has not been a profit-driven entity." Synar, however, said there has been "a complete breakdown in manag- ing Bureau of Reclamation recreation concessions." "That is particularly true in Scotts- dale," he said. Meanwhile, Scottsdale isn't so sure it is getting such a great deal from the TPC course; it definitely is losing money on Westworld.

Callaghan, who commanded the battleship Missouri at Iwo Jima and Okinawa and went on to become commander of U.S. naval forces in the Far East, has died. The 93-year-old admiral, who retired in 1957, died Monday in Bethesda, after suffering a stroke. Adm. Callaghan commanded the famed Missouri in combat operations off Iwo Jima and Okinawa, two of the climactic battles of World War II in the Pacific.

He was commander of Pacific Fleet amphibious forces in the Korean War. Born in California, Adm. Calla- 1 Vera E. Adams, 88, of Chlno Valley, a retired seamstress, died July 7, 1991. She was born in Nebraska.

Survivors include her daughters, Marie Carroll and Lucille Ward; sons, Millard, Ray and Harold; one sister; four brothers; 17 grandchildren; and 35 great-grandchildren. William N. Gaylord, 78, of Sun City, a lieutenant colonel for the U.S. Air Force, died July 7, 1991. He was born in Oklahoma. Survivors include his wife, Beth; daughter, Maggie Hansma; one Deaths Elsewhere ghan graduated from the U.S.

Naval. Academy in 1918 and spent the final weeks of World War I on destroyer duty guarding convoys crossing the Atlantic. He was commander of the destroyer Reuben James in the late 1930s and later served in the office of the chief of naval operations. During the first two years of World War II, Adm. Callaghan was war' plans officer for logistics on the staff of the commander in chief of the Pacific Fleet.
