"The quality of play in the league exceeds Class Triple-A," said Fall League President Sal Artiaga, former president of the National Association of Professional Baseball Leagues. "The concept is to procure the top five or six players from each major league organization and bring them together here. It serves as a graduate course for these kids." While the Fall League is a springboard for future major leaguers, it provides a similar steppingstone for managers and coaches. Last year, Dusty Baker managed the Scottsdale Scorpions. A year later, he is contending for manager of the year honors with the San Francisco Giants.

Dick Pole was Baker's pitching coach last year in Scottsdale. Now, he's handling the same duties in San Francisco. Jerry Royster, who managed the champion Solar Sox, is the first-base coach for the Colorado Rockies. "Last year, the emphasis was on development," Artiaga said. "This year, we want to maintain the quality of play on the field, and have an accent on marketing with the fan base." Artiaga said this is not a make-or-break season financially for the Fall League, which concludes its 54-game regular season with the championship series Dec.

3-5. The league, which is sanctioned by Major League Baseball, receives $4.5 million a year from Major League Baseball for operating costs. "Baseball has made a major commitment to this," Artiaga said. Like last year, there will be six teams with 26 players on a roster. All 28 major league teams will be sending five or six of its top prospects to play in the Fall League.

There will be several changes: JThe Grand Canyon Rafters have moved Diablo Stadium and will be called the Tempe Rafters. The Rafters played at Brazell Stadium on the Grand Canyon University campus last fall. jThe Phoenix Saguaros, who played at Phoenix Municipal Stadium last year, have moved to Mesa's HoHoKam Park, and will be called the Mesa Saguaros. JLast year, most of the games were played at night. This season, the Rafters, Scorpions and Tucson Javelinas will be the only teams hosting night games.

Night games will not be played at any sites after Nov. 5. "The feedback was after the 'first week in November it gets a little cold here, so we want to accommodate our fans," Artiaga said. Normal starting times for day games will be 1:35 p.m., although some day games will begin at 4:30. Managers for the upcoming season are Davey Lopes (Tucson), Bill Russell (Mesa), Joe Sparks (Chandler), Tim Johnson (Tempe), Keith Bodie (Sun Cities) and Billy Evers (Scottsdale).

Lopes, the first-base coach for the Baltimore Orioles, and Russell, manager of the Triple-A Albuquerque Dukes this past season, are leading candidates for managerial jobs in the major leagues next season. Russell, a former Dodger, is considered the heir apparent to Tommy Lasorda in Los Angeles. i- Langer looks probable for Ryder The Associated Press SUTTON COLDFIELD, England European prospects took a turn for the better Tuesday in the first full day of practice for the Ryder Cup matches against the United States. European Captain Bernhard Gal-lacher said he's optimistic Masters champion Bernhard Langer will play in the biennial matches that begin Friday at the Belfry. Langer has a neck injury that has made him a questionable starter for the 12-man team that will attempt to regain Ryder Cup.

That decision will be made today, Gallacher said, but added that "if Langer can play like he played today, that's good enough for me." The neck problem, Gallacher said, "gets him on his backswing. It's just a little pain. I'm very optimistic he'll be able to play." The tournament, which the Lady Sun Devils captured by 9 shots over UCLA, is a preview to next spring's NCAA Championship, which also will be held at Oregon Golf Club. ASU, the defending NCAA titlist, was paced by Ail-American Wendy Ward, who won medalist honors by 3 shots over Heather Bowie, an ASU freshman 1 who was playing as an individual because of the strength of the Lady Sun Devils team. Ward shot a final-round 5-over 77 for a winning total of 6-over 150. ASU's other Ail-American, Emilee Klein, finished eighth, 10 shots back after an 81.

Also finishing in the top 20 was Tracy Cone, who was 1 3 shots back after an 81. It was the fifth straight tournament victory for ASU, which is in its 14th season under Coach Linda Vollstedt.
