The mayor on Monday sent a plan to the Phoenix City Council to consider at a later date that proposes merging the Phoenix Economic Growth Corp. with part of the city's 'Community and Economic Development staff. The new organization would report to a deputy city manager and would be headed by an economic-development professional, Johnson said. "As our economy continues to wind down, the need for us to vigorously address job-generating programs for our citizens becomes more and more critical," Johnson said in a memo to the City Council and the Phoenix Economic Growth Corp. In addition to the new organization, Johnson proposed a nine-member economic-development commission selected from a 35-member council of economic advisers.

Both groups would be appointed by the mayor and City Council. "I think this is the way to Jack Henry, chairman of the Phoenix Economic Growth Corp. board. Bob Bulla, vice chairman of the board, also said he believes the mayor's plan "is doable." Ray Bladine, Johnson's chief aide, presented the plan to board members of the Phoenix Economic Growth Corp. on Monday.
