Bryan ChanThe Arizona Republic i to drop Cfa. 3 after 40 years affiliate board of directors. "Our next move is to look where we go from here," he said. "We see before us an incredible adventure. A lot of us love competition, and our feeling is we'll come out on top." KPNX-TV (Channel 12) General Manager C.E.

"Pep" Cooney described the move as "the best thing that, could ever happen" for Channel 12, an NBC affiliate. He said viewer confusion over the shuffling stations is bound to improve his station's ratings, at least in the short term. "This is a major windfall for us," Cooney said. "Can you imagine, everyone else is disrupted and we stay the same? "It's great. I hate to be greedy, but Fox's bold move made CBS homeless in Phoenix.

Independent KPHO-TV (Channel 5) has been the front-runner in the contest to land CBS, but Miller said Channel 3 already has contacted CBS about picking up its programming. Miller said station owner Lewis was "surprised" by the news. "At the same time, his feeling was, our family is in this to stay, so let's move on," Miller said. Channel 3 was founded by the late Arizona Gov. Ernest W.

McFarland in 1955. Lewis, president and CEO of Media America, is McFarland's son-in-law. Media America's other holdings in Phoenix are Desert Production Center, Phoenix magazine and KESZ-FM (99.9) radio. The station has been an ABC affiliate "our entire life," said Miller, who recently was elected to the executive committee of the ABC I ABC, from page A 1 i 'afterward that he Fox's acquisition of Channel 10 meant that was in the air" about (Channel 3's future, "The great truth of broadcasting is loyalty is always defined by the bottom line," he said. Harper said he expects Channel 3 to end up as the local CBS affiliate.

"We would be the logical place," lie said. "Our overall audience is 20 percent ahead of the nearest competitor, and our news operation is Jhe strongest in the market. I think it would be hard for CBS to pass on us." Channel 15 General Manager Ray Hunt refused to comment but confirmed through a secretary that the deal had been made. Channel 3 is owned by the Delbert Lewis family of Phoenix, under the Corporate name Media America Corp. Channel 15 is owned by Scripps Howard Broadcasting, a subsidiary of the Ohio-based E.B.

Scripps Co. Miller described the deal as a ''power play between Scripps Howard and a couple of networks." "It certainly has nothing to do with Phoenix," he said. "KTVK is one of the strongest ABC stations in the country. Phoenix, unfortunately, got caught in the cross fire." The play, according to Miller: Scripps Howard owns television stations in nine cities, including Channel 15 in Phoenix, the 20th-larg-est media market in America, and top-rated ABC affiliates in Detroit, the ninth-largest market, and Cleveland, No. 12.

Scripps Howard had been negotiating a deal with CBS that would have moved most or all of Scripps Howard's stations to CBS. To hold its strong affiliates in Cleveland and Detroit, ABC reportedly counteroffered with ABC affiliations in the smaller markets of Phoenix, 'and Tampa, Fla. A Baltimore station also reportedly is involved in the deal, which moved ABC affiliates from VHF to UHF stations here and in Tampa. Scripps Howard officials are expected to make an official announcement today. Meanwhile, CBS' Phoenix home still is undecided.

In early May, Channel 10 was sold from Great American Communication Co. to New World Communications Group Inc. Days later, New World announced a $500 million merger with the Fox network, and the local Fox affiliate moved to Channel 10 from Channel 15. The change is expected about the same time as the ABC switch, near the end of the year. But Contributing to this article was Mark Shaffer of The Arizona Republic.
