GOP, from page BI enough is considered to be the big and observers say his "mean campaign, which has been criticized as overly aggressive, could backfire.

At the heart of the campaign is how the candidates will deal with an unprecedented county financial crisis. The red ink is $62.4 million, as of June 30. All three hopefuls said they can slash the deficit without a tax increase and without cutting law enforcement. Katsenes backs up his claims by saying that the supervisors made a "good start" last budget year by cutting programs and county jobs and focusing on what the county is required to do by law. He alone takes sole credit for the move in a campaign brochure "The county's budget was broken and John Katsenes fixed it" that has county officials shaking their heads in amazement at the implication that he did it alone.

"It's an attention-getter," Katsenes conceded. "After all, it's a political year. I didn't really say I did it all by myself. The county was stalled, and we got the engines running." The "we" is Katsenes and Supervisor Tom Rawles. Katsenes said a key to erasing the deficit is to squeeze more money from the state for health care, getting property on the tax rolls and closely watching spending.

Turning some health-care operations such as billing over to private companies also is a must. "I believe these efficiencies will work and that we actually can have a surplus in a few years," said Katsenes, striking a familiar pose, arms folded across his chest. Katsenes said one thing he hopes to change is the county's relationship with other governments, adding that there is not enough "jawboning" going on that could resolve potential problems before they get out of hand. He chides his primary opponents for not having the experience needed in government, and he refers pointedly to the fact that Stapley had an interest in a partnership that filed for Chapter 11 bankruptcy and that Sellers filed personal bankruptcy. Stapley also is pushing to get property on the books and to contract out more county functions, with a heavy concentration on health care.

He breaks with Katsenes by offering specific areas he says the county must cut entirely. Chief among these are parks and recreation and libraries, which he said the county should turn over to cities is and towns. Planning and zoning also should be on the chopping block. "We need to simplify county government," said Stapley, who is considered to have come across as the smoothest candidate of the three in of public appearances. He also is urging the creation of a countywide task force to examine any duplication in law enforcement throughout the far-flung county.

Stapley claims his "consensus building" skills are what's needed as the five-member Board of Supervisors attempts to work its way through tough budget times. He said that he believes he is "more energetic" and has "fresher ideas" than the older Katsenes, and that Sellers' platform is shallow. John Katsenes Party: Republican Age: 64. Dean Sellers Party: Republican Age: 47. Current job: Sellers Realty and Investment owner. Career (including military service, if any): Twenty-two years in commercial and residential real estate; six years in Arizona National Guard. Political background: Ran for U.S. Senate in 1982; former member of the Maricopa County Flood Control District Advisory Board, 1981-82; area coordinator for the Bush for President campaign in 1988. Don Stapley Party: Republican Age: 44. Current job: President and general manager, Stapley and general partner, DKS Holding; and president, Arroyo Pacific Investments Inc.

Career (including military service, if any): An east Valley businessman who has been involved in residential, commercial and industrial real estate. He is on the board for the Lutheran Health Care Network and active in several community groups, including Mesa Baseline Rotary. Education: Bachelor's degree in political science, Brigham Young University, 1972. Attended Loyola University School of Law, 1973. Family: Wife, Kathleen, and four children.

Political background: Member of county Board of Adjustment, 1976-78, and chairman, 1979-80. Sellers' solution to the budget mess is in two steps: Sell the Maricopa Medical Center and its health-care clinics and take a healthy cut out of middle management. "The Band-Aid approach just doesn't work," Sellers said. "The county is like a patient dying of cancer. It needs to take the whole treatment before it can get well again." At a debate in Mesa, he also proposed to take a page from state government and have the county set aside $1 million for a legal-defense fund to fight mandates imposed on the county by state and federal governments.

Throughout the campaign, Sellers stubbornly has tried to distance himself from the other two candidates with broadsides. Later, she worked with Barney Rosenzweig and Barbara Corday 1 to create Cagney Lacey, which ran from 1982 to 1988 and starred Tyne Daly and Sharon Gless. The show, one of the first network programs with a feminist perspective, featured the relationship between partners Chris Cagney, a single and ambitious policewoman, and Mary Beth Lacey, a dedicated officer juggling her career with her marriage and children.
