111th Sun City. KIN, from page BI the father of Todd, in an attempt to revive the stalled investigation. Todd Bogers, 23, and Cory Holmes, 24, both of Scottsdale, had been best friends since childhood, first meeting while playing Pop Warner football. They went on to play football together at Chaparral High School and, at the time of their deaths, worked together at a health club. The pair were shot after an apparent traffic altercation on Scottsdale Road.

Witnesses said they saw Bogers' Chevrolet Camaro and another car cutting each other off in traffic. About 1:30 a.m., the Camaro pulled into the parking lot of the Hyatt Regency Scottsdale on Doubletree Ranch Road, police said, where the two went to attend a party. The other car, described as a light-color Toyota Camry or Mazda MX6, drove in after them and parked nearby. The driver got out, and Bogers and Holmes approached him. Dropping into a shooter's stance, the killer raised what appeared to be a semiautomatic handgun and fired, striking Bogers in the chest and Holmes in the abdomen.

Bogers died at the scene, Holmes an hour later at Scottsdale Memorial Hospital-Osborn. Since then, Scottsdale police have followed up more than 600 leads and interviewed more than 2,000 people, but still have come up empty, said Sgt. John Cocca, a police spokesman. The most hopeful lead came just a few days after the shooting, when a woman called to report hearing a man named "Gary" bragging about the shooting at a gambling party in Laughlin, Nev. However, police have never been able to re-establish contact with her.

"We couldn't find her," Cocca said. "We'd sure love to hear from her again." Cocca said that the two families have been supportive of police, but that they are understandably concerned about the lack of progress. Grant Holmes said the two families have worked tirelessly in trying to bring the killer to justice. In some respect, this has helped them deal with the slayings, he said. "You take what would normally be the pain of this issue, and you learn to channel that energy into doing something positive under the Holmes said.

"Once you have learned that technique, you learn to deal with it on an organized basis. "The pain doesn't go away. It doesn't make it feel any better. It just helps you channel the energy level." The case has been featured several times nationally on crime-stopper shows and locally in the Silent Witness program. Holmes said the Oprah Winfrey Show presents new possibilities because of its wide scope.

"We want to reach a viewing audience that is perhaps a little different from the audience we reached i in some of the crime-solving shows," Holmes said. "We also want to talk to people in other communities who may have had a similar incident happen in their town." The Oprah segment, scheduled to appear at 3 p.m. Friday on KTVK-TV (Channel 3), will appear with an "800" number flashed on the bottom of the screen for anyone who wishes to contact the Scottsdale police with information. Holmes said the person collecting the $50,000 reward can remain anonymous. Symington mum on joining rivals in debates SYMINGTON, from page BI held up as a model in the nation," Symington said.

As for Basha, Buttrick said the Democrat's education plan is a "myth" because it won't improve education and has no dollar signs attached to it. He said the plan contains a "fierce opposition" to any meaningful school reform, repeating a charge he has made in the past. Basha has responded by saying the state needs to improve its public education system before turning its attention to such plans as vouchers. Also Tuesday, Symington criticized Basha for proposing a statewide property tax to pay for schools. Symington said Basha wants to impose this tax on top of existing school taxes.

This not only violates Basha's no-tax pledge but would "carry on a massive wealth transfer in this state," Symington said. Basha said that Symington got his message wrong, that he is not calling for a new tax on top of old ones. Instead, he he wants to scrap the current district by tax system and replace with a statewide rate to pay for capital improvements for Arizona's schools. This is needed, he said, in the wake of a state Supreme Court ruling this summer that found Arizona's schoolfunding system to be inequitable. 822.
