Mr Sadatoshi Ozato, the Cabinet Minister appointed last week to take charge of the disaster relief, said legislation was being drafted to create a commission with similar powers to the one that took on the reconstruction of Tokyo after it was destroyed in the Great Kanto Quake of 1923.

The commission will be responsible for redesigning the city and introducing new building standards to reduce the risk of the sort of catastrophic failures that Wrecked houses, high-rise buildings and modern highways and railways. It will provide a 21st century model for other lapanese quake-prone cities such as Tokyo. Cabinet at the same time announced the first significant review in 24 years of Japan's national disaster response system. The national Government will split the cost with local and prefectural governments of building thousands of temporary prefabricated shacks for the homeless, and of rebuilding roads, sewers and water supplies, and the Kobe waterfront.

Other cities particularly Tokyo, which also imagined itself quake-proof have sent teams to Kobe to inspect the damage, and will be watching to see if they need to revise their own plans. More than 300,000 people are still dossed down in temporary refuges 10 days after the quake. Many of the 5000 killed have not been buried, and 26,000 injured are being cared for by overworked medical teams that still have no proper facilities, and are short of drugs. Surveys are showing that as many as 60,000 structures one in five buildings in the city have been damaged beyond repair. Experts estimate that it will take at least a year to restore Kobe's basic infrastructure, and three years for the city to fully recover.

A priority of the new commission will be to decide whether to freeze private construction in the worst-hit areas until tough building codes can be drawn up. The reason is that many supposedly quake-proof steel and concrete buildings collapsed as well as the older timber houses. Yesterday, engineers confirmed that 21 modern apartment buildings they are up to 20 storeys tall and were built in 1979 in a complex known as Ashiya Seaside Town had suffered structural damage. They said it was the first time in the world the main steel supporting pillars of such skyscrapers had been damaged by an earthquake.
