It' can sample every passing vehicle's tailpipe emissions and photograph the number plate a sniffer camera to add to the barrage of high-tech hardware threatening every vehicle user's wallet. It works with a 150-centimetre diameter infrared beam that takes a half-second sampling, or snapshot, comprising 50 samples 10 milliseconds apart. The machine instantly measures amounts of carbon monoxide and carbon dioxide and puts up the result on an LED display. At the moment California is using the machines only for testing, and similar trials are going on in Phoenix, Bangkok and Budapest. The US-made machines cost around $200,000 each, and California plans to buy another 10.

i BLAST FROM THE PAST: There's nothing new about EVs. The first vehicle to exceed a speed of 100 kmh was the torpedo-shaped "Le Jamais Con-tente" in 1899, when the Belgian driver Camille jenatzy topped 105. The first electric car appeared in the US in 1891, buUt by William Morrison. The first recorded American track races, at Narragansett Park, Rhode Island, in 1896 saw the two electrics of the seven cars that started finish first and second. Until the turn of the century, electric cars outnumbered those with internal combustion engines.

However, they had the problems then they still have, mainly lack of range, speed and storage capacity. The Invention of the electric self-starter by Charles Kettering in 1911 gradually replaced the fearsome hand crank on petrol-powered vehicles. EVs proved popular mainly in the US. General Motors, founded in 1908, built electric trucks from 1916 to about 1922. Henry Ford's wife drove a Detroit Electric Brougham, the most successful of about 45 different EV makes, but it finished production in 1938.

The motor industry's most baffling problem, that of getting a battery that is affordable to car buyers, will give decent range betwen charges and will stand up to repeated charging, is slowly being nibbled down to size.

Those who favor the conspiracy theory in accusing the motor industry of stalling on EVs have been wrong for a long time. My files turn up several long-gone forecasts that EVs are on our doorstep; in 1980 one forecast was that the United States car population would be 20 per cent EVs by 1985. The core of the problem is that one kilogram of petrol has about 300 times the energy storage capacity of a lead-acid cell. Every car maker in the world has been spending megabucks trying to be the first to develop a battery that is affordable to car buyers, gives a decent cruising and charging range and will stand up to three or four years of charge-belting. Japanese, European and US governments years ago started funding massive consortiums of electricity firms, battery makers and automotive manufacturers to attack the problem.

All are working to a deadline called California 1998. That's when the most populous state in the US starts requiring that 2 per cent of all motor vehicles offered for sale by any maker must be Zero Emission Vehicles, or ZEVs. By that time perhaps 12 other US states may have enacted parallel legislation. In present technology ZEVs means only electric cars, because hydrogen power still has too many unsolved negatives. California has resisted every attempt by the car makers to modify the legislation to allow an interim solution with what's called "hybrids" cars that run both an electric motor and a small internal combustion engine running either diesel or petrol, that would be used outside cities and would automatically recharge the batteries.

Now it seems there are three charging every 100 kilometres. The test did show the ZEBRA batteries were still alive and well where lead-acids would have died after about 20,000 kilometres of recharging. However, the battery cells still have to be hermetically sealed and thermally insulated, because they run efficiently only at 260-350 degrees C. The Mercedes engineers have set a target service life of five years. Also involved in the ZEBRA research are the technology arm of the British Atomic Energy Authority, Beta Limited and the Anglo-American Corporation of South Africa.

However, it will be another three to four years before the battery can be made fully commercial, with a manufacturing Clant being built now to be ready 1998. THE SECOND, more radical but possibly most promising "battery" is the system developed by the Israeli Electric Fuel Limited company in Jerusalem. The basis of a $25 million experimental program being run by the separate German post and telecommunications services, it's in 64 test vehicles from Mercedes-Benz and Opel, with Siemens providing technical links. Postdienst has signed to use the EFL system in 25,000 of its vehicles and the telecommunications arm has commited to do the same with up to 15,000 units. It was significant that an EFL share issue on Wall Street about 12 months ago was heavily oversubscribed.

As well, Sweden's major electricity producer, Vattenfall, is backing the system to the point of planning backup recharging and service points. The Italian subsidiary of Edison has organised manufacturing and marketing rights for the system in France, Spain, Portugal and Italy. The 20 kilowatt-hour battery is a zinc-air system that runs zinc-anode as fuel in the form of cassettes of cells. When they run down, which in early tests took about 600 kilometres, the cassettes are simpkr swapped for fresh ones OYOTA Corona cs 92 man. exce battery systems that may just have the answers.

However, it's doubtful whether any of them will be in time for California 1998 and in any case, the betting is that most car makers will meet that deadline by offering (the legislation doesn't say they actually have to be sold) electric-powered service vehicles suitable only for work on say, airport areas, small urban delivery, municipal tasking and similar. The most conventional of the three most promising battery solutions would seem to be what Mercedes-Benz has cnristened ZEBRA (Zero Emission Battery Research Activity). Benz has been deep into electric and hydrogen propulsion for almost 20 years, to the point of running taxis and buses around Berlin fuelled through half a dozen dedicated service stations with hydrogen hydride tank storage. The traditional battery is leadacid. It is heavy, full of nasties when recycled, deteriorates with every charge and has its own problems in crash safety.

Battery makers have been working with a seemingly endless array of alternative storage systems, including lithium-polymer, vanadium, silver-zinc, nickelmetal hydrides, nickel-cadmium, sodium-sulphur and zinc-bromine. ZEBRA is based on sodium- nickel chloride, and Benz started testing three years ago in Stuttgart. It went through a total of 1100 charging and discharging cycles, and the company now describes it as The head of the electric development area in the company's advanced design department, lurgen Gaub, says: "No other traction battery for electric cars has ever achieved this." The engineers have now covered 100,000 kilometres in otherwise-conventional C-Class Benz sedans powered by ZEBRA. or. box. el oeiwallsed jXates AM1Q THE THIRD promising system is being developed by an American company called Eagle-Picher, which has been producing batteries since 1920 and now counts about 7000 different designs. It designed and made up to 90 per cent of all the batteries used in US defence systems and NASA missions. Now it's turned its attention to vehicle battery systems, with the emphasis on extending battery life, reducing environmental impact, lowering weight and controlling end cost to the user both vehicle maker and car buyer.

While it also favors hybrid vehicles as the most sensible solution, it has established a dedicated research facility in Jop-lin, Missouri, to work on several different battery systems. They include nickel-iron, nickel-zinc (the best combination of energy and weight in any nickel electrode-based battery) and nickel-metal hydride. The latter seems to hold the most promise, with good energy density, and they are hermetically sealed and environmentally friendly. Others in research include nickel-hydrogen, as used in aerospace and liked for its long life and toughness, and sodium-sulphur, which also boasts high energy density. The search goes on.

The battery has the potential performance about four times that of an equivalent weight of lead-acid batteries.

It's based on the principle of a zinc-air cell, with the worn-out cells replaced by new ones and then sent to be regenerated. The main problem Is, as always, cost. The cathode is complex and expensive, because it lives on inducted air but has to seal in potassium-hydroxide electrolyte. The cost of the electrochemical regenerating treatment is high; any plant built to do this would need massive numbers of batteries to be economic.
