Porter Madi.son i.T) A formula which would give the Wisconsin Telephone company rate increases that would be born by long distance users more than local subscribers was presented to the public service commission today. Henry J. OLcary, head of the commi.ssjon's rates and research department, presented the formula which is known as the Charleston plan. It was endorsed last week by the federal communications commission, the -Valional Association of Railroad and Utilities commissioners, and the American Telephone and Telegraph companv at a meeting at Charleston.

S. C. Wisconsin's commissioners and staff members attended the Charleston meeting and approvcfl the plan. It may be adopted in Wisconsin in the pending rale case of the Wisconsin Telephone Co.
