It manufactures video-display terminals for the computer-peripheral market and electronic components for the computer and process-control industries, as well as perform-ing subcontract-assembly work for large corporations.

TUCSON TEC Inc. announced Thursday that it has purchased a line of DC 70 keyboards from Data-netics an International Telephone and Telegraph Corp. subsidiary in Fountain Valley, -Calif. The dollar amount of the sale was not disclosed. TEC is producing the line of mechanical-switch keyboards at its Tucson plant.

The keyboard is aimed at manufacturers of home-computing equipment, terminals and small-business systems. Gullette RWjfic Staff Arizona cotton growers are divided abon the cultivation of stub cotton, according to testimony before the Arizona Commission of Agriculture and Horticulture. Stub-cotton cultivation involves the growing of cotton from the same plant roote for two or more years. Lynn Anderson, commission chairman, told the meeting that Arizona mayq'be facing an outbreak of pink boIIvVorrn because of stub cotton.

He, said growers in yuma, where the commission held a meeting tuesday, are "preponderously in favor" of a one-year ban on growing stub cotton. Stub-cotton cultivation has increased in the state from 46,000 acres in 1978 to 60,000 acres in 1980, according to Robert Gronowski, field supervisor for the commission. Early this year, the commission announced that stub-cotton growers in central Arizona have agreed to a oneryear moratorium. Bruce Hardesty of Buckeye, a member of a growers stub-cotton committee, said the ban was accepted with" an understanding that the commission would conduct a full investigation of stub cotton. He said insect problems in stub cotton "were probably caused by people who do not do a good job with insecticides." Stub cotton can bring higher profits for growers, according to Brooks Taylor, University of Arizona cotton specialist He said his studies show that under similar conditions, stub cotton would net $162 an acre more than cotton grown from seed each year.

It costs more to produce stub cotton, but the roots already are established and can produce a higher yield because of a longer growing season, he explained. Stub cotton's early start is one of the reasons some experts object to the crop. Bugs and diseases get started earlier and have food to survive, they contend. Another objection is that trash, cotton stalks and unopened cotton bolls provide a place for cotton weevils and possibly other pests to spend the winter. Destroying stalks and trash by plowing them under is considered an essential practice, according to a study by Doug Bergamn, T.

J. Henneberry and L. A. Bariola of the Western Cotton Research Center. However, other studies have shown that insect populations in stub cotton and planted cotton are about the same, the commission was told.

THiMMTS C4MCE? -Two bills to place utility-rate increases before the voters were introduced Thursday by Rep.

Debbie Mcfl)le, D-Phoenix. They were among more than a dozen proposals made Wednesday and Thursday on subjects that included solid-waste landfills on state lands, mandatory proof of financial responsibility for motor-vehicle registration and the Federal Reserve Act. One of Mrs. McCune's bills would require that rate increases of more than" 7 percent be approved in a special election. The other is a constitutional amendment to allow voterS' to approve or disapprove all rate increases.

A measure dealing with proof of financial responsibility for motor- vehicle owners was introduced by Rep. Larry Hawke, R-Tucson. It would require a motor-vehicle owner to submit proof of financical responsibility before registering a vehicle and would make violation of that act a Class 1 misdemeanor. Another proposal would permit county boards of supervisors to apply for the lease of state lands to establish a solid-waste landfill and establish guidelines for those landfills. A memorial was introduced by 68 lawmakers calling for repeal of the Federal Reserve Act.

After talks had ground to a halt at Ford while discussions were continuing at GM, UAW chief negotiator Donald Ephlin said he would "like to come back and do some bargaining" next week with Ford.

His Ford counterpart, Vice President for Labor Relations Peter Pes-tillo, said he was "heartened" by the move. At a pre-Super Bowl party, the glib negotiator had words of high praise for Ephlin's skill in bargaining. While a tendency to gloat by Ford officials would be understandable, Pestillo said, he did not consider the likely prospects of continued bargaining as his revenge on GM. "I'm not a vengeful person," he said. I 3 became commonplace as sales continue; to slump, and the slump cannot be directly traced to the breakdown in diseussions.

Ford did not have prior knowlege of the trade of car-price cuts and concessions despite a pre-talks strategy-session with GM. The No. 2 automaker refused to be pushed into accepting the plan and instead gave UAW a comprehensive contract proposal.
