It S.O. "BAH Richardson, former Mohave County sheriff and secretary of the state Law Enforcement Merit System Council, died Tuesday. He was 69. Mr.

Richardson was born in Colorado in 1921 and served in the Navy during World War II. He was discharged from the service in 1947 and joined the Los Angeles Police Department, retiring in 1964. Mr. Richardson moved to Mohave County and was hired by Sheriff Phil Jordon as the county's jail com mander in 1975. He later became the substation commander in Bullhead City and retired from that position in 1979 to become chief of security for the Riverside Casino in Laughlin, Nev.

Mr. Richardson was elected Mohave County Sheriff in November 198 a position he held until January 1985. In 1987, Mr. Richardson was appointed by then-Gov. Evan Median) to the Law Enforcement Merit System Council.

He became the council's secretary on Jan. 1, 1989. The council is a state agency that deals with personnel matters concerning law-enforcement officers. Mr. Richardson was a past president of the Shriners and a past patron of the Eastern Star.

He also was an active member otthe Fraternal Order of Police, the Veterans of Foreign Wars, the Elks and the KiWanis, and a past master of the Masonic Lodge. He is survived by his wife, Jo; five children; 18 grandchildren; and five great-grandchildren. Visitation will be from 10 am until noon today. Services will follow at 2 p.m. at the Elks Lodge, 1745 Emerald St, Bullhead City.

Obituaries Finance-law suit is withdrawn A lawsuit aimed at overturning sections of Arizona's campaign-finance law was dismissed by a Maricopa County Superior Court judge Thursday at the request of the attorney who filed the suit for Sen. Leo Corbet and two of his backers. The attorney, Gary Peter Klahr, told Judge Pamela Franks that he wanted to withdraw the suit because it "simply isn't structured-right," which would have hurt the plaintiffs' case. Klahr represented Corbet, process server Michael Flemming and contractor Carl Jacobson. Corbet, a north-central Phoenix Republican, was defeated last week in a bid for re-election.

The lawsuit sought to invalidate voter-imposed limits on campaign contributions on the grounds that they violate the right of free speech and individuals' ability to participate in political campaigns as they wish. Bruce Burke, Tucson attorney for the citizens lobby Common Cause, heralded the decision as "a victory" for the law's backers. Decapitated body found on Navajo Reservation WINDOW ROCK The decapitated body of a 93-year-old Navajo man has been found, a spokesman for the Navajo Police Department said Thursday. Bullhead City official resigns admitted theft BULLHEAD CITY A Bullhead City councilman who pleaded guilty Wednesday to theft of more than $10,000 in insurance premiums paid to his business resigned his council seat Thursday. Carey G. Stock, 44, had the option of staying on as a councilman until his conviction was entered at his sentencing Dec 11.

At that time, his seat would have been declared vacant. An indictment accused him of failing to forward 54 customer premiums to the Farmers Insurance Co. of Arizona from July 1989 through March. Allen of the 4000 block of West Southern Avenue was arrested Wednesday night at his home by Phoenix police and U.S. Department of Agriculture agents, the authorities said. 'Bill' ROSINSKI, Jeffrey Robert Glendale seeks suspect in pizza-parlor shooting Glendale police have released a composite drawing of a man suspected of shooting a pizza-parlor employee Monday night. The employee, Wazar Ehsan, 19, of Glendale, was shot in the chest by an armed robber about 11:15 p.m.

at Peter Piper Pizza, 4343 W. Glendale Ave. He is in critical condition. The suspect is described as a white male, 18 to 22 years old, 5 feet 8 inches to feet 10 inches tall and weighing 150 to 170 pounds. He was wearing a lavender bandana over a rust-colored bandana.

He also was wearing a trench coat and dark clothing. He may have had a bandage over his left eye. He reportedly used a blue steel revolver in the robbery. She usually smokes her first cigarette of the day while driving to work, so she took a different route downtown to force herself to concentrate on her driving. For me, the morning coffee wasnt too good without a cigarette to top it off. It is obvious my morning habits are going to have to change. The answer is to keep busy.

First a shower, then shampoo and hair styling. The hair really looked too long, so out came the scissors. Just for a little bit off the top and sides. Whoops. Thank goodness my hair grows fast I decided to keep busy in a less destructive fashion, and went to the library and grocery store.

NOON: Young said she was "doing OK, much to my surprise. "I went for a walk, and someone went with me, to watch me. I brought my cigarettes with me, just in case." Mattlin has just about emptied her "CARE' package, the bag of goodies her backer gave her to make the day a little bit easier. She went through her three licorice sticks before noon. "I was just shoving things in my mouth," she said.

When you're in a mood to be leisurely, it's amazing how much time you can while away in a library. At the store, I bought gum, much against my better judgment I have always hated people who pop and gnaw so enthusiastically. They look uncouth and gross. Is it possible to chew gum with your mouth shut? I'll try. 3:30 p.m.

"It just keeps getting rougher," Mattlin said, "but I just keep laughing. I'm not giving in. I dont give commitments lightly, and I dont tolerate failure. I'm going to make h. For today, anyway." Young said the afternoon seemed to be easier than the morning.

All she will promise right now is making it through the agreed-upon 24-hour period, but she is hopeful about making it permanent I agree with Young. The afternoon was better than the morning. Tomorrow I'll cut out coffee and have orange juice. For me, the worst is yet to come. I enjoy a drink or two before dinner, and that, of course, calls fqr cigarettes.

So, there will be no drinks, no cigarettes, but I made plans. I bought a succulent steak for my dinner. To heck with cholesterol You cant worry about everything.
