newscasts were the most-watched, but Channel 3 took the 6 a.m. and 10 p.m. honors. How can news-watching tastes be so varied? Channel 10 continues to be strong at the hour, thanks partly to its popular lead-in, Jeopardy! Channel 3's 10 p.m. victory is consistent with its prime-time win, because viewers tend to stay tuned for news to the same channel they were watching at 9 p.m.

Channel 3's 10 p.m. numbers, by the way, were the highest November sweeps ratings for that program in the station's history. Channel 3's 6 a.m. news benefits by leading into ABC's highly rated Good Morning America. Channel 3 also is ecstatic about the way it "lost" the 5 and 6 p.m.

news to Channel 10 (Channel 12 placed third in each instance). Channel 3 says its ratings were the highest it ever drew for those programs. None of this is the last word. Channel 3 subscribes to both Nielsen and Arbitron, while Channels 10 and 12 take Arbitron only. When the Arbitrons arrive, everybody will be painting more rosy pictures by the numbers.

According to the latest Nielsen figures, there are 1,052,220 TV households in the so-called Phoenix TV market, which includes all or part of 1 1 Arizona cdunties. Each ratings point in this market represents roughly 10,500 TV household's. Following Channel 3 were the NBC affiliate, KPNX-TV (Channel 12), with a 12.5 and 19; the CBS affiliate, KTSP-TV (Channel 10), with a 12.1 and 19; and the Fox affiliate, KNXV-TV (Channel 15), with a 7.3 and 11. Trailing were the independents, KPHO-TV (Channel 5) with a 5.6 and 9, and KUTP-TV (Channel 45) with a 4.3 and 7. Why has Channel 3, the ABC affiliate, emerged victorious in prime time in the Phoenix market, while NBC won nationally? Channel 3 is the most aggressive station in the market in hyping its prime-time schedule, it has a strong Monday-through-Friday prime-time lead-in with Entertainment Tonight, and it benefits from unusual viewing tastes in the market that buck the national trend.

For example, NBC's The Cosby Show has been thumping Fox's The Simpsons nationally, but in this market it's the other way around; for the November sweeps, The Simpsons had an 18.2 rating and 29 share to Coshy's 12.7 and 19.3 in head-to-head A large part of the important November ratings picture has been unveiled. But don't get excited. Like the fuzzy portrait fashioned by Arizona's muddled gubernatorial election results, it only proves that trying to paint conclusions by the numbers is confusing at best. Numbers create more questions than they answer. Such is the case with figures for the November "sweeps," one of the four months annually (the others are February, May and July) in which the Nielsen and Arbitron ratings services conduct especially intensive surveys for use by local stations in negotiating advertising rates.

The tallies we'll discuss here are the overnight Nielsens for last month, based on results taken from TV households wired with meters on their sets to measure viewing activity. At this point, Arbitron's figures in the Phoenix TV market are based solely on what viewers record in books, or "diaries," and those findings take Several weeks to tabulate. (Arbitron officials in New York say their diary system in the Phoenix market is scheduled to be replaced by meters in the first quarter of 1991.) Based on November returns from Nielsen, We are the results and the questions the results raise: NBC nationally has won its sixth Placido Domingo consecutive November sweeps, its 11th sweeps win in a row and 22nd in the past 23, dating to May 1985. But why? How can a network with such an overall tired and hackneyed prime-time schedule keep winning? The inescapable conclusion is that programming by ABC, CBS and Fox is worse, or that- viewers don't think it's different or good enough to lure them away. The figures are close enough to support the latter theory.

NBC had a 13.1 rating and 22 share; ABC, a 12.8 and 21; CBS, 12 and 20; and Fox, 6.6 and 11. Each ratings point nationally represents 931,000 homes, according to Nielsen. Shares are the percentage of sets in use. The Valley's ABC affiliate, KTVK-TV (Channel 3), was the most-watched station in prime time, with a 15 and 23 share. 'Frugal Gourmet' shares tasty spoils with show's crew Ever wonder what Jeff Smith does with the food he prepares on the PBS series The Frugal Gourmet? For average amounts, it is passed out to the stage hands and technical crew (the show is taped at.WTTW studios in Chicago). If it's a lot of food, word goes out throughout the WTTW building to "come on down and help yourself." The partially cooked food that is prepared to indicate how it looks at various stages is actually finished by Smith after the taping. The Frugal Gourmet has been on PBS for seven seasons (about 39 new shows a year).
