D- Vines) said finance was desper- ately needed by the existing 46 institutions. "This must be the epitome of irrational and uncoi ordinated planning of ter-i tiary education anywhere in the world and is indicative of the political expediency by which tertiary education has developed," he said.

"The idea of establishing further tertiary colleges in towns such as Ballarat, Bendigo and Geelong which already had colleges of advanced education was 'an absolute waste of money' and highlighted the lack of planning, he said.
