Rose Mofford, through an executive order, create a paid state holiday honoring slain civil-rights leader Martin Luther King In the wake of the defeat of two proposals for a paid King holiday in Arizona's general election Tuesday, the commissioner of the National Football League announced Wednesday morning that he will recommend that the Super Bowl not come to Tempe's Sun Devil Stadium in 1993. And college football teams from Notre Dame, Penn State and the University of Miami may not play in Tempe's Fiesta Bowl on New Year's Day if there is no paid King holiday.

Martin Luther King National Football League Commissioner Paul Tagliabue on Wednesday morning recommended that the 1993 Super Bowl be pulled from Phoenix. Tagliabue said that he made the recommendation "in the best interest" of the league and is confident that NFL owners will endorse his recommendation. Philadelphia Eagles owner Norman Braman, chairman of the Super Bowl Site Selection Committee, predicted that league owners will do just that. "I will follow the recommendation of the commissioner, and I'm sure others will, too," Braman said.

"I support his decision completely. He had no other decision to make. It was a courageous choice." If the owners voted to move Super Bowl XXVII, Phoenix would be the first host city to lose the game, which is expected to generate $200 million for the Valley's economy. Evan Mecham. The surprise outcome left state officials scratching their heads about how and when the unprecedented election would be held, and it left outgoing Democratic Gov.

Rose Mofford's staff scrambling to prepare a budget and plan for the upcoming 1991 legislative session. Democrats weigh state Senate edge 7 News Analysis By Ed Foster The Arizona Republic A group of happy Democrats on Wednesday prepared to take over the Arizona Senate from Republicans, and lawmakers in both parties said one of the issues likely to come up in next year's session is King Day. Senate Democrats found their most fervent prayers answered Tuesday, winning 17 of the chamber's 30 seats. The Democrats have not held the Senate for 12 years, since they swept into power in the aftermath of the Watergate scandal. Because the Democrats have a solid majority, some observers said Wednesday, they expect a more liberal Legislature when lawmakers convene in January. However, others believe that little change is likely because a coalition of moderate Republicans and Democrats essentially has run the Senate in the past.

Before legislators get back into their issues, however, those now in office must find a way to elect a governor. Legislative leaders huddled with Gov. teen girls goes up sharply By William Booth The Washington Post WASHINGTON The sexual activity of American teen-age girls increased sharply throughout the 1980s, despite the risk of sexually transmitted diseases such as AIDS and an onslaught of public-health messages urging them to abstain, according to an analysis of a federally funded national survey released Wednesday. Although sexual activity increased among teens from all socioeconomic backgrounds, the greatest increase was among girls who are white or from higher-income families, narrowing previous racial and income differences.
