The lures that draw 'snowbirds' THE LURES, from page B1 nicer," said Margaret Troll, 62, who, with her husband, Stephen, 70, stays in Arizona each year until May. "If it doesn't get too warm, we'll stay longer." Arizona officials would not mind that. The state Department of Commerce estimates that winter visitors inject $400 million into the Valley's economy annually. For some, the love affair with the Valley began with the weather and developed as the years passed. "It's like a family when we come each year," said Frances Philippi, 67, of Bruning, Neb.

"It's like coming home." Philippi and Ardean Edzards, 65, have been spending up to six months of each year in Chandler for 16 years, establishing ties with local churches and charitable organizations. "It's nice to come to a desert yard," Edzards said as she sat down to lunch in the mall with Indian dance music booming in the background. "When we go home, we've got great, tall lawns to mow." "If you can find us a home here, we'll buy it," laughed Rita Freund, 56, who made the drive from Minneapolis with her husband, David, 59. The Freunds, who left their native state last week as the wind-chill factor dropped to 75 degrees below zero, are planning to stay three months.

"We're thinking of retiring here," said Rita Freund, who works for a manufacturer of pacemakers. The Trolls say they have mulled over the same question. For a short time, anyway. "We came here last September to try out the heat wave to see if we could handle it," Margaret Troll said. "And, well, I don't think so." Stephen Troll added, "Not unless you wrap yourself in a wet blanket." ASU-chief search runs $93,000 tab -ASU-CHIEF, from page BI Coor's salary of $144,500 and the cost of the search to find him.

The regents said they interviewed 17 candidates out of 236 nominees. The regents have refused to provide the names of the candidates, even though Judge Elizabeth Stover of Maricopa County Superior Court in September ordered them to release the names of all 236 candidates. The regents' announcement that they will appeal Stover's decision has blocked release of the names. The costs for the candidates' travel and lodging are contained within the $36,852 bill for expenses submitted by Heidrick and Struggles. Cost breakdown unclear However, it is unclear from the bills how much went to hotels and airfare for the 13 candidates who the regents say were brought to the Valley for interviews.

The four other candidates were interviewed either at their home campuses or at "neutral locations," but the costs associated with these interviews were not broken out in the records provided by the regents. Records released in conjunction with search expenses showed that the Ritz-Carlton was a favorite meeting place in April, when most of the candidates presumably were interviewed. A total of $1,850 was paid to the Ritz for food, beverage and room- rental costs. A bill from an April 6 dinner at the posh hotel showed seven people dined on field salads, beef carpaccio, steamed sea bass and grilled swordfish. The tab came to $259.54, including tip and tax.

An April 22 lunch for four search-committee members and one presidential candidate at the Ritz cost $89.69. And an 'April 15 dinner party at the home of Molly Corbett Broad, the regents' executive director, totaled $442.70 for food, beverages, flowers and all setup costs. Also included in the expenses was $335 to CBS Property Services, which is landlord of the regents' offices on North Central Avenue in Phoenix. Judy Garza, the regents' board secretary, said the bill likely is for extra utility charges run up during nighttime and weekend meetings, periods not covered by the regents' office lease. She did not have records immediately at hand to verify the expense.

On the legal bills, the regents decided last fall to divide the expense among the three state universities because the regents have no budget for legal fees. They also said the legal questions at issue will affect presidential searches at all three schools. ASU is picking up half of the tab, and Northern Arizona University and the University of Arizona are evenly splitting the other half. School officials have said the money will come from local funds, which is money generated within the universities, such as interest earned on investments and money from intercollegiate athletics, vending machines and bookstores, and not from statebudget allocations. ASU's local fund also has paid $7,337 for entertainment costs rung up during the search.

Most of that was for food and drinks. The remaining $86,209, or 92 percent, spent on the search itself came directly out of taxpayers' pockets. The search's price tag is about on par with similar efforts, said Charles Neff, vice president of Presidential Search Consultation Service, a division of the Association of Governing Boards in Washington, D.C. He said $100,000 is a reasonable amount for a school conducting a national search. really depends on how many candidates you have and how hard you beat the bushes to find them," Neff said of search costs.

However, he cautioned that the $93,000 price tag doesn't reflect the search's true cost unless it adds in the time given by search-committee members. Time 'adds up' "If a major research professor gives three hours a week over a period of months, that adds up," Neff said. However, Chanen said he is not aware that any of the 14 search-committee members asked for reimbursement, such as for mileage. On May 25, the committee recommended that the regents appoint Coor, president of the University of Vermont, to succeed J. Russell Nelson.

Coor was the only candidate on the committee's short list of three who hadn't withdrawn his name. Coor started his job Jan. 1. Rep. John Wettaw, a Flagstaff Republican who presides over the House Appropriations Committee, said the $93,000 tab doesn't seem "outrageous." "You'd prefer that they spent zero, but that's an impossibility." 2 to 4 p.m.
