The Arizona Republic Wednesday, January 25, 1981 Phoenix delays choosing location for permanent homeless shelter voted for the delay so that Fire Department officials could provide the council with a report on safety hazards associated with the 16th Avenue site. A fuel-storage facility is adjacent to the site. The move to delay the vote was begun near midnight by Council-woman Mary Rose Wilcox, who said she considered Monday night's hearing a forum on the 12th Avenue site. She said she needed time to consider the sites, both of which are in her district.

Supporting Wilcox were Mayor Terry Goddard and Calvin Goode, Duane Pell and William Parks. Pell and Parks said they favor neither site. Goddard said he was dismayed that a decision was not reached. In preparation for next week's vote, ByPatSallen Republic Surf Phoenix City Council has voted 6-3 to delay for one week a decision en where to put a shelter for the homeless. Council members Monday night also rejected the idea of resuming the search for a site.

They said only two sites will be on the council's formal agenda Feb. 1 the northwestern corner of 12th Avenue and Madison and the northwestern corner of 16th Avenue and Lincoln Street. One room of the apartment building was destroyed accidentally after a fire set by transients to keep warm began to spread, according to Fire Department spokesman Steve Jensen. The building was filled with smoke, and "a lot of the transients said they had trouble finding their way out," Jensen said. He said the first firefighters on the scene found flames on the first floor of the three-story building. "Essentially, the building was isaved by one sprinker head," Jensen said.

"If the sprinkler head hadn't stopped the fire, it probably would have taken the entire building." Firefighters worked 15 minutes to control the blaze. Damage was estimated at $10,000, Jensen said.
