McCain denies a Kimball charge that he has Voted for defense measures every single time and opposed those that would reduce spending. He says he voted for a measure that reduced Reagan's defense-spending -request by $30 billion, and he produced a vote on Aug. 11 that delayed funding of a weapon called the Bradley Fighting Vehicle, opting instead for further study. The Congressional Record quotes McCain as saying: "We are being asked to spend a billion dollars this year on the Bradley, and we're still not sure whether it can carry out the mission for which it was designed." The No. 1 international issue facing the nation, McCain says, is "arms control and the threat posed by nuclear war." On the domestic side, he says, "it's got to be the deficit" Responding to another Kimball charge that he has voted against, education, McCain concedes that he supported an appropriations amendment to "bring back in line" funds for aid to college students.

Though McCain gets a low rating from the National Council of Senior Citizens, he says it is a distortion to say he voted against retaining cost-of-living increases for Social Security recipients. He did vote against the Democratic proposal for cost-of-living raises, as all Republicans did, but voted for an identical resolution sponsored by the GOP, McCain says. "Nobody in his right mind would vote to cut senior citizens' benefits," he says. At one of his fund-raisers, McCain fields several questions on a new immigration law passed last week by Congress. He says he voted against it because "it would institutionalize discrimination." The measure includes penalties for employers who hire illegal aliens, and McCain suggests that to avoid a problem, employers simply will not hire Hispanics if there is any question about their citizenship.

On the 55-mph speed limit, McCain says it bothers him that "we all violate it and that can lead to a lack of respect for other laws." He favors allowing governors to increase the limit to 65 mph on rural stretches of interstate highways. McCain brushes off another charge from Kimball that he has been avoiding debates. Not so, 6ays McCain. Of the 34 Senate races around the country, most have scheduled no debates. A few have three, which is how many were scheduled between Kimball and McCain.

The first was held Friday, the second is scheduled for tonight in Tucson, and the final one is set Jot Tuesday in Flagstaff. Though a member of the minority Republicans in the House, McCain says, he landed a job as chairman of a task force dealing with Indian issues. He says that Indians control 27 percent of the land in Arizona.

Until now, he says, he left military matters to Goldwa-ter while he concentrated on issues of more concern to Arizona, such as bilingual education and dam safety. He favors voluntary prayer in school and supports the right-to-life movement but says, "I'm pragmatic. I don't try to solve the abortion problem on the floor of the House.
