OCTOBKR 24. 1972 PRICE CoalitionGovernment Is Rej SAIGON (UPI) President Nguyen Van Thicu told the tuition tonight that South Vietnam cannot accept a coalition government with the Communists or a cease-fire that docs not have international supervision. The tone of the first 40 minutes of Thieu's longest speech to the nation in more than one year painted a pessimistic picture of the chances for peace in Indochina. "The North Vietnamese think their invasion and occupation of South Vietnam is legitimate, but they think the help Ihe Americans are giving us is illegitimate." Thieu said.

"The Communists have re jectcd all our offers to end Ihe war. Thieu said any ceasefire agreed upon would have to have the public endorsement of Ihe Soviet Union and China "Hut even at that point, the North Vietnamese Communists would continue to invade us, and Russia and Communist China would only say Ihe North Vietnamese are doing what they want on their own," Thieu said In his speech.
