Law that the tendency is to dismiss it as a cliched clone of NBC's hit legal drama.

But hold on. Even clones should be presumed innocent until proven guilty. Not to cop a plea, but LA. Law is hardly an original series concept, cither. (Or have you forgotten '60s and '70s fare such as Arrest and Trial, The DA.

and The Defenders'!) Besides, given its own day in court actually, two nights Equal Justice apparently has beaten the clone rap. The series, about a group of neophyte lawyers working in a district attorney's office, opened impressively in Tuesday night's two-hour pilotpremiere. But so what? How many times have you seen a quality pilot that becomes network link sausage as a weekly series? Well, Equal Justice's first real hourlong episode airs at 9 tonight on KTVK-TV (Channel 3) in its regular spring time slot. It's excellent. And guess what, clone-bashers? It just may be better than LA.

Law. Like LA. Law, Equal Justice has an assortment of attractive characters crossing in and out of a scries of interwoven subplots. But Equal Justice is leaner, meaner, darker and deeper. In tonight's show, the main story focuses on a sharp, young black attorney played by Joe Morton, who helps residents of a low-income housing project put away a punk who has robbed and beaten an old woman.

The residents, especially the old woman, complain bitterly that the authorities never do anything about the young toughs who terrorize them. Morton lashes back that none of them will ever testify against the hoods. The residents, say they are afraid, that the toughs are quickly put back out on the street. Then we see the inner workings of the glutted legal system. The reality of it is that judges and attorneys arc just as frustrated as the citizens.

Equal Justice doesn't have the sunny disposition of LA. Law. Its characters are warm, but more difficult to get to know. The sets and plots are splashed in subtle hues, not bright colors. But Equal Justice is quality stuff and deserves a change of venue to the network's regular schedule.

Shop talk Home Shopping Network's hours are being greatly expanded by the Prcscott-based KUSK-TV, which is broadcast to the Valley via Channel 27. Effective April 16, the Valley-directed Channel 27 will cease simulcasting Prescott's Channel 7 and begin airing HSN at all times except those when selected sporting events are being shown. In coming months, those events mainly will be Oakland Athletics and San Diego Padres baseball games. Currently, KUSK airs the shopping network from 11 a.m. to 4 p.m.

Mondays through Fridays, and from midnight to 6 a.m. daily. The expansion of HSN hours is tied to viewer demand, according to Bill Sauro, president of KUSK Inc. "The tone of virtually every letter or phone call was, 'Give us more hours of Home he said. But Dimension Cable, which dropped HSN and replaced it with the QVC (Quality, Value, Convenience) shopping channel Feb.

Interestingly, in Glendalc, the only place that Dimension carries KUSK, the cable company's subscribers there can receive both services.
