The primary purpose of the liilmer-Aikin Act was to assure a basic education to every child in the state. It sought to do this by assuring a minimum state involvement in public education svhile at the same time permitting and encouraging a large measure of participation in and control of each district's schools at the local level.

The Gilmer-Aikin approach worked well during its earlier years when Texas was a predominantly rural state with its population and property wealth spread relatively evenly across the state. In recent years, however, the Gilmer-Aikin approach has been tainted primarily as the result of the growth of urban- industrial centers and rural-to- urban population shifts. These occurences, that signified growing disparities in population and taxable property between school districts, were responsible in part for increasingly notable differences in levels of local expenditure for education. On March 22, 1973, the United States Supreme Court addressed the Texas public school finance problem in its decision of San Antonio Independent School District V. Rodriquez While the court upheld the constitutionality of Texas' mode ot financing public schools in the state, it also acknowledged that Texas' school finance laws fostered serious inequities in educational opportunities available to public school students.
