On Wednesday night, the Phoenix City Council approved a rezoning case for a 119j283-square-foot shopping center that will include an Albertson's supermarket north of the chapel, which stands at the northeastern corner of 19th and Northern avenues. As part of the rezoning, developer Gary Davidson has agreed to restore the exterior of the chapel-convent building, which was built in 1942 as part of the campus of the boarding school for troubled teen-age girls.

The school was operated by the Sisters of the Good Shepherd from 1930 until 1981. Davidson, who is buying the site, also is negotiating with the newly formed Preservation Trust for the Good Shepherd Home. The trust would restore the chapel's interior and rent space to agencies that provide services for the handicapped. "This is a landmark case for Phoenix," said Councilman Paul Johnson, whose district includes the 17-acre Good Shepherd site. "The reason it's a landmark case is that so many people compromised on it.

"It's also a landmark from the council standpoint. We held to our guns and insisted that the chapel be preserved. "We said thai we'll concede to having a grocery store there if you'll concede to preserving the chapel. We've saved this building, and it doesn't cost the taxpayers a penny."
