declared all-out war on the burgeoning drug abuse problems plaguing this country with the passage of tough new legislation which will commit over $300 million to the fight through fiscal 1974 The bill passed by the House of Representatives on February 3rd created a Special Action Office for Drug Abuse Prevention and designated sweeping and unrestricted powers to the new agency to expedite its charge to nullify the deadly encroachment of drug abuse upon our society IN PASSING the measure Congress declared that it is the policy of the United States and the purpose of the Act to focus the resources of file Federal government and bring them to bear on drug abuse in an effort to significantly reduce the incidence of drug addiction and drug abuse in the United States within the shortest practicable period of time and develop a comprehensive coordinated long-term Federal strategy to combat drug abuse The new Special Action Office for Drug Abuse Prevention will be established in the the program develops a National Drug Abuse Training Center will be established to develop conduct and support a full range of training programs relating to drug abuse prevention functions The Center will eventually be operated under the auspices of the National Institute of Mental Health THE SPECIAL Action Office for Drug Abuse Prevention will work directly wifii State md local agencies in various ways It will have experts available to consult on specific local problems and if necessary will send special task forces inot the field to analyze programs and work with local officials in designing an overall drug abuse prevention program Also the new agency will have sizeable funds available for direct grants to community mental health facilities already in operation and to other institutions conducting drug rehabilitation programs State level drug abuse prevention and treatment programs will also be eligible for receiving funds from the new agen- Additional strength for the TSTA Executive Secretary Sturgeon said today The TSTA convention is scheduled for March 14-16 1974 in the El Paso Civic Center now under construction The meeting normally attracts 8000 to 10000 visitors to the convention city PASO citizens were gracious hosts when we last met there in 1952 and we are looking forward to our Sturgeon said This will be only the fourth time the statewide teacher group has met in El Paso The first time was in 1900 the last was in 1952 The other El Paso date was in 1926 John Lovelady director of professional relations for TSTA and convention coordi-'nator for the convention is in charge of arrangements Love-lady formerly was with the El Paso Public Schools which he left in 1952 to join the TSTA staff I LOVELADY said he has met with Gary Conwell manager of the El Paso Convention and Tourist Bureau and the downtown hotel managers to go over general needs for staging a convention of this size Con-well will put together the package of contract room has been in close touch with Charles superintendent of the El Paso Public Schools A local committee of school personnel will be in charge of local arrangements and schools will be dismissed on Friday
