Several questioned some of the results of a study completed for the city on the financial return to the city for lighting the field. They wanted to know exactly how the city planned to use the field. If an agreement is approved by the City Council, the association must approve the construction plans, which must then be re-reviewed by the City Council before lights could be installed.

Those steps would add a couple of weeks to the plans. Norris said the city would like to have the lights installed prior to the spring-training season, which begins in February.
