The assembly concurred in a senate bill that would permit issuance of temporary driving censes for five months to students who are taking driving courses in schools. Revocation would be mandatory after the second offense. Would Ease Law The bill originally would have prohibited persons 16 to 18 from I driving between midnight and 4 I but this provision was I stricken by the assembly. If it is approved, It must go back to i the senate.

An amendment was Introduced in the senate to soften terms of an anti-pollution bill. Kaftan (R-Green Bay) amended his bill which would have ruled that all pollution must end Feb. 1, 1951. HC now would shift the deadline to Feb. 1, 1953.

The amendment also states that effluent from a secondary sewage treatment plant would not be considered under the terms of the anti-pollution law. re- Janesville Water System Studied by Fluorine Expert An inspection of Janesvllle's water fluorination treatment sys- tern was made today by Dr. F. S.j-McKay, Colorado Springs, who was one of the first I dentists to initiate studies of the value of fluorinated water as a of decreasing decay in the jTleeth of growing children. Dr.

McKay came here from Madison on the invitation of Dr. M. council- who introduced legislation to the fluorination of water. Also on the inspection tour was Dr. J.

G. I'Frisch, Madison, chairman of the )jDane county Dental Society's committee. Dr. Smith. Manager Henry Traxlerand Engineer Joseph Lustig V.conducted the tour.

Although sodium fluoride has introduced into the Janes- Uville water system since mid- iFebruary, City Manager Traxler yannounced today that daily tests (made at separated spots in the Icity reveal the chemical has not 'as yet reached the desired one per million parts of water in 'some sections. The difficulty in V-treating the 10 million gallons of in the city's reservoir is Uheld responsible for the lack of fluorine in some water. Court to Rule on Bluhm Case Final disposition of the Paul A.

Bluhm assault case of June 20. 1017, Is now in the hands of Judge Ralph F. Gunn of the municipal court and he has announced a decision will be reached by next Tuesday. Bluhm, 35, Janesville, was held for trial after a preliminary hearing here on the knife assault of his wife the afternoon of June 20, 1947. He was charged with assault with intent to murder but pleaded not guilty by reason on insanity.

Since the preliminary hearing March 1, he has been under observation at Bradley Memorial hospital in Madison on orders of the court resulting from a motion by Dist. Atty, Robert A. Daniel. In court Thursday afternoon, state and defense attorneys agreed to submit the case to Judge Gunn on the records of mental examinations and the preliminary hearing. Bluhm admitted to police that he attacked his Eugenia Bluhm, shortly after his" return from an attorneys office here where divorce papers were served on him.

She was treated at Mercy hospital for knife wounds on the neck, hands and other parts of her body. She is now living in southern Illinois. A divorce has since been granted. U. W.

Instructor to Preside at Forum on Delinquency Robert H. Schacht, University of Wisconsin extension department, will conduct the forum on Juvenile Delinquency that will be held at the Janesville high school at 8 p. m. Tuesday. The public is invited to hear Dr.

Hertha Tar- rasch, psychiatrist, Rock County Child Guidance Center, Robert Mac Master, Rock county probation officer, Judge Ralph F. Gunn, Arthur B. Lyon, Janesville schools service officer, and Willis Rabbe, parent and school board member speak on the topic from their respective experience. Sponsoring the forum is the University extension class in audio-visual aids, being conducted by Charles Schuller, assistant professor at the university. Thirty city and rural teachers of Rock and Walworth counties comprise the class, which opened in January.

Lists Troubles in Dairy Industry problems remain with the dairy industry, Philip Nelson, of the production and marketing authority, told a midwest marketing conference today. These are: Keeping prices in line with shifting economic conditions; wide differences in production of milk from one season to another; trouble In maintaining sales of good milk at high levels; increasing marketing costs in handling fluid milk. A fifth problem may be added to the list, he said. Surpluses are beginning to appear in fluid milk markets. About 16 per cent more milk was delivered to markets in February than a year ago.

Consumption, Nelson added, has not kept up with the extra production.
