The protesters, some carrying signs reading "Out the door in '84," focused their complaints on the city's sagging economy. The protest, led by United Auto Workers members from the local John Deere tractor plant, was a bid to dampen the start of Reagan's visit, a sortie designed to pre-empt publicity garnered by the state's Democratic caucuses. As Iowa Democrats chose among former Vice President Walter Mon-dale and seven rivals in precinct caucuses, the first competition of 1984, Reagan campaigned in Waterloo and Des Moines in the first full-scale political mission of his quest for re-election.

He used ridicule and sarcasm repeatedly to criticize the Democratic presidential candidates, although they were never mentioned by name or party. "Let others appeal to greed and envy, pit group against group, treat people as helpless victims and seek to weaken our national defense," Reagan said at a rally for several thousand cheering Republicans at McElroy Auditorium. He also attacked proposed domestic-content legislation a bill backed by labor unions as well as Mondale that would require a certain percentage of parts for foreign cars to be made in this country. "This is just the kind of tinkering that can backfire on the American farmer," he said. "We should be trying to open up markets and stimulate trade between nations, not protect special interests by throwing monkey wrenches into the works." The trip, which also featured an appearance at WHO Radio studios, where Reagan worked as a sports announcer from 1932 to 1937, was deemed political, as opposed to official, and was paid for by the Reagan-Bush '84 committee.

On the domestic front, the president contended in Waterloo that the Democrats "are the same ones who can't see you unless you belong to a special-interest group" and said it was his moral obligation to save the country from the "big spenders."
