LOUIS Aircraft that could reach any destination on Earth in less than two hours could be flying by the year 2000, a McDonnell Douglas Corp. official said Wednesday. The airplanes are called TAVs, for transatmospheric vehicles, and are being Btudied at McDonnell Douglas offics in St. Louis for the Air Force. "An F-15 Eagle fighter can fly from Maine to the Indian Ocean (or about halfway around the world) in 17 hours," said Paul Czysz, TAV-program manager.

"A TAV could make the same trip in less than two hours." Czysz and his team have been working on a TAV for several months, the company said. The program began when the Air Force asked McDonnell Douglas to start investigating a plane that could propel itself into suborbital flight and then return to the atmosphere for conventional flight. Czysz and Art Robertson of McDonnell Douglas' astronautics division, the deputy program United Press International NEW YORK The Federal Trade Commission announced Wednesday it will investigate whether Texaco Inc's $9.9 billion offer to buy Getty Oil Co. in the largest takeover in U.S. history complies with federal antitrust laws.

The FTC also said it will look into Pennzoil earlier $5.3 billion bid for Getty, which was scuttled by the Texaco merger proposal. "The FTC and the Department of Justice share legal responsibility for reviewing large corporate acquisitions for compliance with federal antitrust laws," the FTC said in a statement. "Under an established liaison agreement, the two agencies decide on a case-by-case basis which will investigate a specific merger or acquisition," the FTC said. FTC sources said a decision could be made by the end of this month on whether the proposed Texaco-Getty merger violates antitrust guidelines. The Perlman brothers, of Miami, were granted a Nevada gambling license to buy the Dunes last spring, but the deal has not been consummated. Shenker and his family control about 48 percent of the stock of Dunes Hotel and Country Club Inc.
