Non-Fiction Television 9:30 p.m., Industrialization problems of the modern rural West are examined in Next Year Country. The documentary looks at four problem areas and deals with human concerns and problems.

Creston, is a "dying agricultural community" in the wheat belt dealing with coal-fired generating plants. Challis, Idaho, is a "bustling boom town where a mining company i6 removing an entire mountain" in the wild Salmon River country to make room for a molybdenum mine. Mercer County, N.D., is an agricultural area being turned into an "industrial frontier" with coal-burning plants, strip mines and a synthetic fuel plant Circle, is a small town on the verge of being industrialized by XHitside corporations. KIFN radio, one of two Valley stations targeted toward Hispanic listeners, is being sold for $1.1 million. Mauricio Mendez, general manager of the AM outlet since buying it three years ago, says Beta Communications agreed last week to purchase KIFN.

Beta Communications owns FM rocker KSTM in Apache Junction. The company is owned by Fat Nugent, Scott Burton and Ed Knight. "We wanted an AM in the market and had looked for two years," Nugent said. "It's the greatest opportunity around costwise." A lack of the capital needed to transform KIFN into a full-time operation prompted Mendez and his partners, Los Angeles businessmen Fernando Oaxaca and Tom Castro, to sell. Mendez had applied to the Federal Communications Commission for 24-hour operating authority in 1979, but approval was not given until fall.

"It took so long. The price was astronomical after three years of waiting," said Mendez, noting that construction costs to make KIFN a full-time station rose from about $250,000 in 1979 to $500,000 today. Mendez didn't wish to retain KIFN as a daytime station. "As a day-timer, we were having serious difficulties trying to compete with a full-time facility," said Mendez, referring to Spanish-language competitor KPHX. Also vying for the attention of Spanish-speaking residents is KTVW-TV (Channel 33).

"Since the offer was attractive, we decided it was the time to do that (sell). It was a good deal," said Mendez, adding that current ownership "wouldn't have had the cash (to upgrade) for a couple of years." Nugent is studying cost and equipment factors involved in making KIFN a 24-hour station. Whether KIFN will remain a Spanish-language station is uncertain. "I think Pat is smart enough to see the market is here," Mendez said.
