REPUBLIC 152 The Arizona Republic Wednesday, October 13, 1982 -t- Pilot in fatal Flagstaff crash too drunk to drive Quickly State Tucson police may use roadblocks in battle against drunken driving Allen emphasized that the witnesses couldn't be positive that the plane they saw between 1 :30 and 2 a.m. was the doomed craft. The crash is believed to have occurred about 2 a.m. between the hotel and the airport. Investigators also found about a dozen containers of beer in the plane and more beer in the vehicle the five had left parked at Flagstaff Pulliam Airport.

Officials said repairs will take up to three months but that money won't be available until Congress approves a new budget. TUCSON (AP) The Police Department may put up roadblocks soon on city streets to catch drunken drivers. Police Sgt. Kermit Miller, head of the drunken-driving unit, said Monday that random checks would begin on Tucson streets once Chief Peter Ronstadt approved the plan. The state Department of Public Safety set up roadblocks around the state during the Labor Day weekend, stirring considerable criticism and threatened legal action.

"We've got to be very careful that we don't create a greater hazard than the drunk drivers," Miller said. "Our streets are already congested." He said police are looking for safe locations. One possibility, he said, is a check of every seventh or eighth car on a given street for drunken drivers. "We've been doing research on roadblocks," Miller said. "We think there's some advantages to them, and I'm certainly going to recommend to the chief that we do have some roadblocks within the city limits." Redevelopment weighed CASA GRANDE (AP) The City Council is considering a large-scale improvement district in an effort to breathe life into the downtown business district.

Rigsby said he had trouble sleeping for about five months after Miss Bailey's death and never has recovered from it.
