A convoy of police officers swooped into this prairie town of 1,200 people Thursday, sealed off the highways and searched several houses in another futile attempt to capture a tax protester accused of killing two U.S. marshals. An FBI agent blamed "irresponsible" news reports for tipping the fugitive' Gordon Kahl, 63, that the police were heading for the town about 10 miles from the South Dakota border. A grand-jury indictment unsealed Thursday charges a police officer with manslaughter in the shooting of a young black man whose death set off three days of racial violence in the Overtown ghetto. The indictment, handed up by the Dade County grand jury, charges Officer Luis Alvarez with manslaughter, a second-degree felony carrying a maximum penalty of 15 yeaTsin prison. Alvarez, 32, turned himself in shortly after 2 p.m. at the Central Police Station. He was booked and released on his own recognizance.

Alvarez said nothing when asked for comment He left the station with his attorney. The 18-member grand jury spent less than a week investigating the Dec. 28 shooting of Nevell Johnson 20, by Alvarez at a video-game room. The investigation by the state attorney's office was one of seven city, state and federal investigations into Johnson's death. Alvarez, who joined the Miami police force July 31, 1981, has been suspended with pay since the shooting.
