Schembechler also said that USFL Commissioner Chet Simmons should have resigned before allowing the New Jersey Generals to break a league rule and sign a player with college eligibility remaining. Rep.

Jim Skelly, R-Scottsdale, was the only person to speak against the measure, saying most Arizonans don't want off -track betting. The bill, whose sponsors include House Majority Leader Burton Barr, R-Phoenix, would allow races at Arizona tracks to be televised to a satellite facility, where wagering would be allowed. The money wagered at the off-track site would be part of the pari-mutuel pool at the originating track. Bill supporters told the committee that the off-track betting sites mainly would be other race tracks, either ones that have been closed or are in the off-season. However, the measure also would allow betting sites to be set up away from established tracks, providing approval is obtained from the affected city or county.

By Ken Leiker Republic Staff Even when he was one of the best rookies in the American League in 1980, Ricky Peters, knew he had no future with the Detroit Tigers as their regular center fielder. "It was never my job," Peters said. "I was just keeping it warm for Kirk Gibson. But I did a halfway decent job, enough to get me recognized as a player I with some abilities." 1 Three years and two elbow sureeries At a news conference, Ferchill told reporters that he had scheduled a meeting with Stepien on Monday to finalize a long-discussed deal. However, prior to the meeting, Stepien provided a new set of stipulations and demands, Ferchill said.

"After six weeks of negotiatfons, it would have meant practically starting over from square one and really left us no alternative but to walk away," Ferchill said. "I'm sorry our efforts failed, because the group I represented had the financing and ideas that I believe would have won back Cleveland fans' support. I don't know how you can buy from someone who does not want to sell." Attendance for Cavaliers games has declined drastically from the mid-70s, when the club was an NBA contender, and reports have circulated that because of financial problems, Stepien will not be able to make today's payroll. However, Ferchill said Stepien "can meet (today's) payroll, but I don't know after that." wore my socks little things like that." Bill Lajoie, a vice president in the Tigers' baseball operations office, said from Detroit that Peters was released because of a roster problem and doubts about his arm. "We just wanted to use the roster space for somebody else," Lajoie said.

"We didn't feel we had a need for him. And we felt his arm would continue to be a problem. He had changed his throwing If my arm's OK, and they (the A's) can look at me at second base and in the outfield, I don't have any doubts. With my offensive abilities, I can be a very useful player. Ricky Peters 3 3 later, Peters, 27, hopes to catch on with the Oakland A as a spare Dart.

He was released by Detroit last year after ''jiussing the entire 1982 season while Rehabilitating from his latest surgery. "Something told me something like ftat would haDDen." Peters said. "But I it would be in spring training year. 1977, Peters all but forced himself onto the Tiger varsity in the spring of 1980 by hitting .531 in exhibition games. He was supposed to be a spare outfielder, but when Gibson was injured in June, Peters took center field for the rest of the season.

The leadoff hitter, he had a .371 on-base percentage, hit .291 in 133 games and led the team with 13 stolen bases. Bone chips were surgically removed from Peters' elbow after the 1980 season. He said his arm was slow to come back the next spring, and then in May, he collided with an outfield fenpe, bruising, among other things, his right elbow. Last spring, Peters said, he finished a workout and discovered that his right arm was nearly useless. "I couldn't comb my hair or tuck my shirt in my pants," he said.

"It wasn't painful, but there was definitely something wrong." He had surgery to repair nerve damage in the elbow and wasn't cleared to start throwing until late July. Fewer than three months later, he was Tiger history. Peters said he had phone calls from the Chicago White Sox, the New York Mets, Pittsburgh and Oakland. He said Pittsburgh appeared to have the greatest interest, but then the Pirates traded for Lee Mazzilli. So Peters took a Class AAA contract from Oakland, with the understanding that he'd be considered in spring training for the varsity.

"I've been throwing long enough now I'm ready to really cut loose and see how my arm holds up," Peters said. "If my arm's OK, and they (the A's) can look at me at second base and in the outfield, I don't have any doubts. With my offensive abilities, I can be a very useful player." "There's no way they could have made a-judgment on my arm. I was on physical 'therapy until I reported here. They Oiouldn't have known what I can do UA hires official TUCSON Carl Meyer was hired as associate athletic director for external operations at the University of Arizona, UA Athletic Director Cedric Dempsey said Monday.

Meyer, 43, will head athletic fund-raising and promotional efforts. He has been the University of Illinois' director of athletic operations in the Chicago area for the past three years, where he established a group of 300 volunteers who have raised more than $1 million in that time for University of Illinois athletics. before seeing me in spring training." I Throughout high school, four years at -Arizona State and his pro career, Peters always has been on somebody's "All-; Hotdog Team." He assumes that didn't weigh in his favor when the Tigers decided to drop him. "I am a flamboyant player," Peters said. "But I was never put in jail, and I never shot anybody.

"Sparky Anderson (Detroit manager) and I had our differences, but as (Los Angeles Lakers' broadcaster) Chick Hearn would say, they were ticky-tack things. When I was healthy and playing well, Sparky called me an aggressive, exciting player. But when I was hurt and not playing well, he didn't like it that I caught the ball one-handed, the way I style so much to adjust to his injury, we didn't feel he'd be able to throw anymore." Peters said the surgeries couldn't have robbed him of much arm strength because there wasn't much to begin with. His skills as an outfielder are dependent on speed and an accurate arm. He was a second baseman at Arizona State until being moved to center field in his senior season.

"I've never had the great outfield arm to make the long, hard throw," Peters said. "But I'm a very accurate thrower, probably because I used to play a lot of infield. I find it hard to believe that I won't still be an accurate thrower." A seventh-round draft choice in June, AUTO 0 TRUCK SERVICE CENTERS CLIP-N-SAVE COUPONS KHAKE IMCDCPTintl wi mil.
