Dogs locked in for two years BRISBANE: Police were looking yesterday for the owner of a house in the Brisbane suburb of Nundah, where two dogs had been locked up for two years. Police said they went to the house after an anonymous phone caller said it had been broken into.

"The insurance industry calls upon the Government to take all necessary steps to avoid the inevitable chaos resulting from the Government's failure to implement reforms. "Private insurers seek the same financial protection as that which the Government has already afforded to the GIO for workers compensation insurance." Mr Westmore said the Government could avert this by giving private insurers "aggregate stop-loss protection for the 19867 accident year on a basis to be He set a deadline of November 28 for the Government's response to the Insurance Council proposal.

A spokesman for the Premier said last night that Mr Unsworth would be responding to the letter, but it was unlikely that he would agree to the insurers' request for loss protection. Earlier, in Parliament, the Premier accused the Leader of the Opposition, Mr Greiner, of taking "slings" from the insurance industry while siding with the insurance companies in attributing the delay in reforms to trade-union pressure. "Well will he be concerned with the insurance industry because he is the one who takes the biggest sling off the insurance industry," Mr Unsworth said. The other new face in Cabinet is the former Government Whip and Member for Balonne, Mr Don Neal, 47, who becomes Minister for Corrective Services, Administrative Services and Valuation. By ROSS COULTHART The State Government got a stern ultimatum from NSW insurers yesterday either to protect them against losses in the workers' compensation system, or face the prospect of employers not being able to get insurance cover. In a letter to the Premier, Mr Unsworth, the assistant chief executive of the Insurance Council of Australia, Mr John Westmore, said the 16 private insurance companies underwriting workers compensation wanted the Government to protect them against losses likely to come from delays to proposed reforms of the system. He made it clear that if the Government did not take steps to protect private insurers, the insurers would not be able to provide cover for nearly 40 per cent of NSW employers whose policies were due for renewal after the end of the year. This followed the State Government's announcement on Monday admitting that cost-cutting reforms to the workers compensation and third party accident insurance schemes would be delayed until at least March next year.

This was despite an earlier promise by the Premier to have the new scheme in place by the end of this year. Mr Westmore's letter said: "The majority of private insurers simply cannot provide workers' compensation insurance cover for the estimated 40 per cent of employers in this State whose policies are due for renewal on or after 31 December 1986.
