The Federal Government promised yesterday special help for Australian manufacturing industries which are struggling to remain competitive. The Ion g-awaited While Paper on manufacturing industry, tabled in Federal Parliament last night put motor vehicles, electronics, domestic appliances, clothing, textiles and footwear in the category of industries which might need "special policies." It sayi that giving these industries a guaranteed share of the domestic market would be considered as one means of helping these industries. However, it emphasises that such a policy which already applies in the motor vehicle industry together with other special measures would only apply in the short term. "Such arrangements will only be introduced after appropriate public inquiry and where such action is in line with our obligations under the General Agreement on Tariffs and Trade (GATT) and other international treaty commitments," the paper says. "Where market-sharing arrangements are applied, the Government considers that, where practicable, the companies benefiting from si'ih action should accept appropriate commitments on pricing policy to be followed during the duration of such assistance." In considering the White Paper on Monday, Cabinet is understood to have rejected a submission from the Minister for Employment and Industrial Relations, Mr Street, to hold an inquiry into the effects of the Government decision announced in the paper on employment Ministers argued that It would be to focus on the unemployment issue during a period approaching a half-Senate election. Cabinet is also understood to have decided to depart from normal practice by tabling the White Paper before first outlining it to the joint meeting of the Government parties today.

It accounted for about a quarter of national production, a fifth of Australian exports and the employment of almost 1.3 million people. In its conclusions, the paper said: "Having regard to Australia's endowment in capital, labour, skills and natural resources, the best prospects for manufacturing industry development appeared to lie in activities which are based on our natural resources, which are innovative in terms of skill or design, which meets specialised local needs, or which have a high degree of natural protection.
