'We had detected and corrected most of what they found before they even sent us the report," he said, adding that none of the problems cited occurred since he took over. The audit also is critical of the department's lack of control over petty cash and fees paid at the front counter, which led to at least two thefts in June 1987 totaling $2,414.

Other cash was routinely left in unlocked desks and safes "sometimes for weeks or months." Also, petty cash was wrongly used to pay for one employee's psychological counseling and for another's glasses. Ennis said much of the lack of consistency in his agency could be due to the revolving door of the superintendent's office. He is the fifth superintendent since 1984. "I think things are coming around," Ennis said. from smoky home When Phoenix firemen arrived, Pina learned that the home belongs to Lt.

John A. Augustyn, a lieutenant in his precinct, South Mountain. The two do not know each other because they work different shifts, Pina said. The fire melted plastic plumbing in the bathroom, causing water in the pipes to extinguish the flames, said Steve Je'nsen, Phoenix Fire Department spokesman. Carrie Augustyn was taken to Tempe St.

Luke's Hospital for treatment of smoke inhalation. Pina was taken to Phoenix Memorial Hospital, also for treatment of smoke inhalation. Both were released Wednesday afternoon. The probable cause of the fire was a malfunctioning cord on a curling iron, Jensen said. Damage to the home was estimated at $20,000.

Curtis also was criticized for, turning the focus of the department away from checking out tr)e background of licensees to one of breaking up desert beer parties frequented by underage drinkers. The strife at the department, which included a 41 percent employee turnover in 1987, led the Senate Commerce and Labor Committee to ask for the audit, released Tuesday.

Hugh Ennis, appointed superintendent by Gov. Rose Mofford in March after Curtis resigned, said the department will return to conducting extensive background checks and educating liquor licensees. 5 Ennis said he was not pleased with the audit because it indicated that things at the department are not Officer pulls girl OFFICER, from page Dl "I thought about leaving," he said. "Then I pushed on the front door, and it opened. I told the dispatcher to call the Fire Department.

With the door unlocked and a car in the drive, I figured there had to be someone inside." There was thick smoke inside, Pina said. He crawled into the house, came out for air, then crawled in again. He found nobody and crawled out. "Then I thought about the stairs," he said. "I saw something on the landing that I thought was a pile of clothes." The "pile of clothes" was Carrie Augustyn.

Pina dragged her outside and placed her on the sidewalk. "I shook her and yelled at her, and she came around slowly," he said. 0 0 0 I WE WILL NEVER BE 1 CHIC9 BLINDS Custom-Made ilMi I P) ViiUVJ TOo imjcj Minis Verticals! 0 0 2i 2. 2. 5.
