By COLIN ALLISON Detectives at Castle Hill are working from portable buildings in the grounds of the local primary school and the divisional highway patrol is operating 20 kilometres away in Windsor, because of an accommodation crisis. The problem has also split up other units of the 100-man 33 Division, the Castle Hill force which patrols the largest police area in metropolitan Sydney 4,000 square kilometres from Pennant Hills to the Putty Road and west to Bilpin.

Work on a new police station at Castle Hill was to begin next year. But now, not even the building brief to the Department of Public Works can be drawn up because the necessary land is unavailable. A peculiar tug-of-war is under way between the Department of Police and Education. It is causing anguish to Castle Hill police who have no local car parking area and are working in a 19th-century cottage in he main shopping centre, or in portable buildings at the back. The modern police station, the the Department of Education, the central Castle Hill Primary School's replacement is very low on the official priorities list.

It could be 10 years before it is closed. If Mr Shore has his way, with the strong backing of parents in the so-called "village," the school will never fold. The colonial brick school buildings and the ornate principal's residence will be 100 years old in 1980. Mr Shore wants the buildings renovated and some classrooms furnished in period style to allow for pupils to be taught in a museum-like showplace environment. His program would dovetail neatly into the 1980 celebrations of the centenary of government education in NSW.

But the department says it does not have the money for the renovations. While Mr Shore is fighting for his program, the Police Department is getting frustrated. Police officials must soon either persuade the Department of Education to honour its original agreement, or find a building site away from the centralised position at Castle Hill, an option that has so far been avoided. May 7. 1979 been built on the existing site at the corner of Old Northern and Showground Roads and on adjoining Castle Hill Primary School land. About 15 years ago, the Education Department agreed to relinquish its holding near the shopping centre when the school enrolments dropped and other primary schools were built.

But, as the school principal, Mr Les Shore, said yesterday, "No one anticipated the population boom in the Baulkham Hills shire, particularly at Castle Hill." Instead of tumbling, enrolments have risen sharply in recent years. And even the building of two new district schools in the past 10 years, the Excelsior and Baulkham Hills North primaries, has not coped with the population increase. Where the school catered for about 500 infants and 480 primary students in 1975, the enrolment this year is 604 infants and 670 primary children. The result: The Education Department has reneged on its longstanding offer, although it has allowed the police to position their portable buildings on school land.
