INSTALLED Libertarian rejects presidential race United Press International TUCSON Ed Clark, the Libertarian Party's 1980 candidate for president, said Saturday he will not run in 1984 because he feels the party should not make its candidate a personality. In an address to the Arizona Libertarian convention, Clark also predicted the party will show tremendous growth in the next decade. He compared the rise of the Libertarian Party to the growth of the Republican Party in the 1850s. The Republicans took advantage of people's displeasure with the Democrats and Whigs, Clark said, and the Libertarians can do the same thing today by addressing the questions of taxes and spending. He said Libertarians also will concentrate on issues of personal liberty such as supporting the right to keep and bear arms and government provisions of tax credits for alternative education.

"We want to put control of education back with the parents," he said.
