Just as the House was about to give a final blessing to a measure that would have put stringent regulations on professional athletic agents, Skelly, an ardent supporter of free enterprise, donned his ears, rose and proclaimed the bill a "Mickey Mouse piece of legislation." The House promptly turned thumbs down on the Senate bill and sent the measure to a conference committee, where Skelly pledged ta kill it. DeConcini TV ad assailed As a backdrop for one of his campaign television commercials, Sen. Dennis DeConcini, is using a Senate hearing where he is seen chatting with two Arizona colleagues, Sen. John McCain and Rep. Jay Rhodes, both Republicans.

Keith DeGreen, a Republican challenging DeConcini, has accused DeConcini of "trying to imply that he is the functional equivalent of an effective Republican, but he is not a Republican and he is not effective." to stand for election in November rather than in 1990. State GOP Chairman Burt Kruglick also has expressed interest in the job. Education-agency shuffle Look for changes with the top-level administration at the state Department of Education. Superintendent of Public Instruction C. Diane Bishop says she will take advantage of two retirements to restructure some of the massive bureaucracy's top spots.

Associate Superintendent Jim Brun-stein, who headed the department's general operations, retired June 3. Associate Superintendent Dave Tate, head of education services, will retire at month's end. The two men plan to launch an education consulting service. 'Mickey Mouse' legislation Rep. Jim Skelly couldn't resist.

Evan Mecham says he and his administration will be the subject of two movies, one made for television and one a full-length feature.

Mecham would not reveal who would produce the films, saying he wanted to wait for the backers to make the announcement themselves. But he did answer a question about who he would like to see portray him on the screen. "Maybe Clint Eastwood," he said, smiling. "How would that be?" If Secretary of State Jim Shumway, a Democrat, must stand for election this fall, he'll have more than just Republicans to worry about. Democratic activists Glenn Davis, Fred DuVal and Dick Mahoney all are eyeing the office, which until recently was dismissed as a largely bureaucratic job.

It would be the first run for statewide office for all four Democrats. Davis, DuVal and Mahoney are regarded as politically ambitious and likely would view the job as a steppingstone to higher office. Davis, 36, a former state representative, is executive director of the state Democratic Party. DuVal, 34, directed former Arizona Gov. Bruce Babbitt's presidential campaign.

Mahoney, 37, is a Phoenix attorney and former speech writer for ex-presidential candidate Gary Hart. Shumway, a former state elections director, was named to his post in April after his predecessor, Rose Moflbrd, became governor. "It would take some pencil-sharp' By Margery Rote-Clapp The Arizona Republic The Phoenix City Council's transportation subcommittee may ask the council within the next few weeks to consider spending from $13.3 million to $16 million to build the Squaw Peak Parkway at Bethany Home Road below ground level as a noise-reduction effort.

The expense would be added to the total tab for parkway construction, which is in excess of $150 million. The three-member subcommittee, made up of council members Duaue Pell of District 2, Howard Adams of District 5 and Linda Nadolski of District 6, will meet Monday at 2 p.m. in the council chambers to complete action on the plan. About 400 people attended each of two neighborhood meetings sponsored by the panel Tuesday and Thursday nights at Parkway Community Church. The interchange currently is scheduled to be built as an overpass 25 feet above Bethany Home.

Residents of the area have said the elevated parkway would be structurally unsightly and would create more noise. They have said they would prefer an underpass with berms on the sides that would provide a noise barrier. State officials predict the loop will be complete by 1998. Budgeted at $492 million in 1985, the Outer Loop now is estimated to cost between $1.4 billion and $1.7 billion. Transportation officials say the cost of buying land in the path of the freeway has risen sharply. Before the 9 a.m. ceremony, Jim Patterson, a former Chandler mayor and chairman of the Arizona Transportation Board, said the Outer Loop would help bring the Phoenix area into the 21st century.

He said the job of building Valley freeways' is on schedule primarily through the efforts of the Transportation Department, the Maricopa Association of Governments and Valley municipal officials. ACDfl FRIA. from page BL of Transportation, said the three-mile segment will be used primarily by Sun City, Glendale and Peoria residents traveling to downtown Phoenix along 99th Avenue and Interstate 10. In the fall, Bonan said, a four-mile section from Peoria Avenue to Bell Road is scheduled to open. That will create a northwest loop, in effect, from I-IO north along 99th Avenue and the Aqua Fria, emptying into West Bell Road, where motorists can continue east to Interstate 17.

The Outer proposed in the 1960s, was funded in 1985 when Maricopa County voters approved Proposition 300, which increased the sales tax by a half-cent to build the 231 miles of freeways.
