But the business is rebuilding one common tradition of other area Western-style restaurants: a collection of business cards stapled over dollar bills that adorn the walls. Thousands of bills and cards from all over the world went up in smoke in the fire.

Wire-service accounts of that blaze prompted readers from all over North America to send $1 bills and business cards to recreate the collection. The donations were both heartening and frustrating to Tortilla Flat's owners. It was nice to know so many people cared, said owner Bob Brock, but he and partner Jerry Bryant still had to come up with a way to rebuild the walls on which to staple the collection. The people who really made that possible, Bryant said, are patient creditors who allowed the business time to rebuild. Tortilla Flat's grand-opening weekend will kick off today with a 10 a.m.

breakfast honoring those people, he said. "This is a by-invilation-only event, to thank some of the people who've really helped us by overlooking bills or backing them up for a long time," said Bryant, who last fall bought into the business with longtime friend Brock. That and "sweat equity" have made rebuilding the $250,000 facility possible, said Bryant, whose trim, gray beard matches the Kenny Rogers music playing on the restaurant's jukebox. She was released unharmed the next day at Thomas Mall in east Phoenix after her parents paid a $500 ransom that was delivered to a drop site in east Mesa. Stephens and Thomas Wade Floyd, formerly of the 5600 block of North 61st Lane, Glcndale, later were arrested by Phoenix police. Clcve Lynch, a deputy county attorney, told jurors in separate trials for each defendant that they kidnapped Mohr to obtain money to support drug habits. Floyd, 31, was found guilty by a jury last month in the kidnapping and will be sentenced July 29 by Judge Jeffrey Cates of Superior Court. Rigs collide on 1-40; 2 dead, 1 injured FLAGSTAFF Two men were killed and one was injured Thursday when two tractor-trailer rigs collided 29 miles east of here, the state Department of Public Safety said.

Dead at the scene of multiple injuries were David Clanton, 27, of Clarksville, and Jimmic Slaughter, 40, of West Memphis, officials said. James Richie, 48, of Flagstaff, was listed as stable at Flagstaff Regional Medical Center. Officers said the accident occurred on Interstate 40 when an castbound rig driven by Clanton ran into the rear of Richie's truck and then veered into the median, the DPS said. No winner drawn for Lottery jackpot None of the tickets sold for Wednesday night's "The Pick" lottery drawing had the six winning numbers, resulting in the $4.3 million in the jackpot being rolled over to tonight's drawing. The numbers picked Wednesday were 8, 12, 13, 17, 28 and 32, with the Soviet inspectors may visit bases TUCSON Soviet inspectors are expected to visit Davis-Monthan Air Force Base and the Army's Fort Huachuca this weekend as compliance verification with the Intermediate-range Nuclear Forces Treaty begins, officials said Friday.

Lt. Col. Joseph a spokesman for the United States On-Site Inspection Agency, said at least one of five Soviet inspection teams, with up to 10 people per team, is expected to visit the two Arizona locations. Davis-Monthan AFB in Tucson has two sites the Soviets will be viewing: the school and related areas for training crews who operate the Air Force's European-deployed ground-launched cruise missiles, and the elimination site where such weapons will be destroyed. Fort Huachuca's South Range has been used for practice maneuvers by the Air Force cruise-missile crews.

Wagovich said American officials did not know whether more than one Soviet team would visit the Arizona sites, nor how the Soviets planned to configure their teams, "We're looking to get them early on Sunday," said Maj. David Georgi, a spokesman at Fort Huachuca in Sierra Vista. Space researchers developing inscctary ORACLE Space Biosphere Ventures has taken the first step toward developing self-contained units for space travel and exploration with the opening of an inscctary at Sunspace Ranch. Workers draped a 10-fool-widc, simulated spider web of black yarn across the door to the inscctary Wednesday at an opening ceremony. The building, about twice the size of the average house, will be used to raise insects for Biosphere II, a $30 million attempt to duplicate the web of life in a 214 -acre, closed environment.

The project's "biosphcrians" plan to study insects for the next 16 months before selecting 250 species for the experiment, which will include eight biosphcrians and a- variety of other animals. Biosphere II is scheduled to begin in January 1990, with the door scaled until January 1992. The company hopes the experiment will lead to the design and production of scaled environments for use in space. The Biosphere is being designed to house experiments for 100 years, but the first experiment will have some backup food sources in case of problems, Leigh said. Man gets 40 years for abduction role One of two men found guilty of the January 1987 abduction of a 17-ycar-old "Scottsdale girl was sentenced Friday to 40 years in prison.

Scott Alan Stephens, 31, formerly of the 8500 block of East Bonnie Rose Avenue, Scottsdale, was sentenced by Judge John Foreman of Maricopa County Superior Court. A jury found Stephens guilty May 6 of burglary and kidnapping charges stemming from the Jan. 23, 1987, abduction of Erin Mohr, then a junior at Saguaro High School, who was taken at gunpoint by two men who forced their way into her Scottsdale home. W2 crrtc-filled block walls were used in rebuilding. A water system also is being installed to fight fire, Bryant said.

The restaurant's kitchen began phasing in a full menu for the public at noon Friday, Bryant said. The Tortilla Flat menu features steak, fried chicken, Mexican food, sandwiches, salad and all-day breakfast, including Tortilla Flat's most popular culinary attraction: Mexican eggs scrambled with chilies, onion, tomato and rcfricd beans. The restaurant will operate from 8 a.m. to 8 p.m. on weekends and from 8 a.m.

to 6 p.m. on weekdays, Bryant said. Motel units are still to be rebuilt. "We've been barbecuing on the patio since January," he said. "That's really kept the wheels rolling in terms of money coming in so we could rebuild." Even with the outdoor-only dining P.

The crowds came from all over the world, Bryant said. "It was really interesting to work in the serving line on the patio," he said. "You could tell by someone's accent or something they said that they weren't from here. So you'd ask them, and it was fantastic.

There were people from Europe, Africa, Australia and all over the United States." Regina, one of the Flat's six residents, is not surprised that the spot continued to attract people despite the burned-out restaurant. Robber to serve life sentence TUCSON A Pima County Superior Court judge has sentenced William Ross Knight, 31, to life in prison for seven counts of armed robbery. Knight was convicted in May, and Judge G.

Thomas Mcchan said Thursday he was imposing the heavy sentence because Knight was on probation at the time of the incidents, in which the robber netted about $3,000. In a pre-sentence report, Knight said he had been addicted to drugs since he was an adolescent. During all seven holdups, Knight pointed a weapon at his victim, demanded money and escaped on foot. He was arrested Nov. 14, 1987, at a topless bar following an altercation with two other patrons.

A records search indicated that Knight had outstanding warrants from Nevada and Washington. Knight will not be eligible for parole until he has served 25 years.
