A. CALGARY, Sunday: Nikolai Gulyayev, the Soviet speed skater at the centre of a steroids controversy, has been cleared to compete in the Winter Olympics. Norwegian sports officials had called for a ban on the Soviet world champion after allegations that he sold steroids to Norwegian skater Stein Krosby. The Soviet authorities claimed that Gulyayev was an unwitting courier in the affaii and the International Olympic Committee sought clarification of the facts before discussing the case with the International Skating Union.

The IOC said it would make no recommendation to the ISU on the removal of Gulyayev from the Games unless there was clear evidence that an offence had been committed. Two hours before yesterday's Olympic opening ceremony the IOC issued a written statement saying it had discussed the case with the skating union and had taken legal advice. The statement added: "We have come to the conclusion that there JR.H8$W,V '''WwRWvH -u 999 is no valid proof that their the IOC and ISU rules have been violated." Although it did not specifically mention Gulyayev's participation in the Olympics the statement removed any doubt that the Soviet skater would take part in the Games, in which he is aiming to regain his world record. The verdict came as no surprise to Norwegian officials who, two days ago, said they had given up their attempt to have Gulyayev banned. Soviet champions in a five-star performance Flemming, Simon set top marks BRISBANE: Commonwealth Games decathlon representative Simon Shirley and national heptathlon champion Jane Flemming broke national records on a rain-soaked Brisbane track yesterday.

Both achieved Olympic qualifying performances. Shirley, 21, collected 7,911 points a new national mark in the open decathlon at the QEII Stadium. His mark, made with the new javelin introduced last year for decathletes, bettered the record of 7,726 points set by Stuart Andrews, of NSW, last year. Shirley's record-breaking performance came just a week after arriving back from the United States. The third-year physical education student at Washington State University did not expect to break the 7,800 Olympic qualifying mark.

He is now confident he can score the 8,200 points he expects will net him a bronze medal at Seoiil. Flemming, of the Australian Institute of Sport, also broke her Australian record with a tally of 6,399 points yesterday. It is the second Olympic qualifying score set by the Commonwealth Games silver medallist. The first was during the world championships in Rome last year when Flemming finished 10th with 6,149 points. She also recorded four personal best performances yesterday in the shot, long jump, javelin and 800m.

Flemming's next test for the Olympics will be at the national championships next month. Deek beaten in run to tape TOKYO, Sunday: Australia's Robert de Castella finished fourth in a star-studded field in the annual Tokyo marathon today. He weakened in the closing stages and was unable to match the challenge of Abebe Mekon-nen, of Ethiopia, Tanzania's Juma Ikangaa and Joerg Peter, of East Germany, over the final 100m. Mekonnen, 24, won the race in 2hr 8min 33s to break Ikangaa's hopes of his third successive win in this event. De Castella, who holds the world's fourth best marathon time of 2hr 7min 51s, appeared to be heading for his ninth victory in 18 appearances but weakened in the last 2km after running shoulder to shoulder with Ikangaa and Mekonnen from the start.

The weather was murky and the grandstand sprinkled only with competitors, their hardy coaches and families. After all, it was just the preliminary races of the AMP State track and field championships at Sydney Athletic Field.

Any real fireworks should take place next weekend when all the open finals are decided. Yet against this stark and wholly unpretentious backdrop yesterday one of the great figures of track and field presented himself for his open 200 metres heat alongside the young and the eager. Italian Pietro Mennea, who has run faster over this distance than anyone in history, duly completed his heat in a leisurely 21.73s and thus became the the leading qualifier for next Sunday's final which he may or may not run. At the World Student Games in Mexico City in 1979 Mennea ran 200m in the rarefied atmosphere to clock 1 9.72s and break Tommie Smith's II -year-old world record. That still ranks as the world record.

Mennea first ran for his country at the 1972 Munich Olympics, where he won the bronze medal. He ran again in Montreal in 1976, where he finished fourth, and in Moscow in 1980 he achieved the ultimate by beating Allan Wells and Donald Quarrie1 to win the gold medal in 20.19s. In Los Angeles four years later he finished seventh. Now, at 35, Mennea is endeavouring to make the Seoul Olympics. He arrived here in late December for the sunshine which was all too obviously missing yesterday and to train on Canberra's lightning-fast track at Bruce Stadium in an attempt to see whether those aging legs could once more get him into the Italian team.

Mennea is based at the Australian Institute of Sport until next month's national championships in Perth. So he is racing against time now, not just the clock. "I think if I go to Seoul that it will be the first time in history that an athlete has run at five Olympic "Games as well as having made four finals in any one race," he said alter his heat win, his dark eyes sparkling.
