Ecclestone said Detroit is locked in until 1991, but said: "The race is more important to Detroit. We came here because we were asked. And yet, the motor industry has failed disgracefully in its obligation to support the event. We are very impatient with the facilities in Detroit." Despite Ecclestone's comments, Pynn said his group has had encouraging conversations with Ecclestone and that Pook recently spoke with Ecclestone in Detroit.

"Based on our talks, I think we have beyond a reasonable chance" Pynn said. BATTERY It appears there will be two proposals for the Phoenix city manager's office to pick from when the deadline for filing proposals to stage a car race through downtown streets is reached on Monday afternoon. Phoenix International Raceway, in conjunction with the Fiesta Bowl, will file a proposal on Monday and join the Phoenix Grand Prix Committee of 500 as the only groups to offer proposals. The Phoenix Grand Prix organization filed its proposal on Thursday.

A committee will study both proposals and make a recommendation to the City Council, which will decide which group will oversee the organizing of a race. That decision could be reached in late August. The Phoenix Grand Prix group, headed by Howard Pynn, said its primary target is the European-based Formula One division. Pynn said that if efforts failed in that area, the group would approach Championship Auto Racing Teams, the major sanctioning body on the Indy-car circuit, or the International Motor Sports Association prototype cars. PIR officials haven't said which direction they are going, but will reveal details of their proposal on Monday.

Dennis Wood, PIR operations consultant, said his group's proposal has been in the works for about four months. "We talked about it for a long time before deciding to do it," Wood said. "We wanted to make sure we could get all the commitments we needed before going through with it." Wood said his group's proposal would include the organization and promotion of the race. Pynn said their promoter would be Chris Pook, who has helped pioneer major street racing events in the United States. He has promoted street races in Long Beach, since 1975 and has been a consultant for other street races.

Pynn said his group has the backing of the Phoenix Thunder-birds, a prominent service group. He said he has received oral commitments from 250 people to join his group at a cost of $2,000 each. A total membership, Pynn said, would reach 500 and would raise $1 million toward initial costs of staging such a race. Pook, who completed a feasibility study for the city several months ago and recommended that a race could be scheduled through downtown Phoenix, estimates anywhere from a $179,000 loss in the first year of an F-l race to a high-range profit of $840,000. Pynn said the Formula One Constructors Association, the governing body of F-l, wants a guaranteed purse of $2.5 million.

He said a major corporate sponsor would come forth with $1 million to $1.5 million, and the group's proposal estimates revenue of $2.9 million from gate receipts; $75,000 (television and radio rights); $115,000 (race program advertising); $70,000 (net race program sales); $100,000 (net concessions); and $125,000 (auxiliary revenue sources). "That carburetor rule is also a two-edged sword," Waltrip said. "It slows the car down, but you're going to see guys taking chances that they wouldn't take when the cars were running faster." The race is scheduled to start at 7 a.m. Arizona time. ABC will tape the race and broadcast it at 1 p.m.

The heat could also be a factor. Temperatures are expected to reach the low 90s and humidity about 80 percent by the end of the race. Another NASCAR rule change, which calls for the right-side windows of the cars to have glass, will add to the heat problem. The glass, actually a hardened plastic, and a small right-side skirt at the bottom of the car were added for the races this month at Daytona and Talladega in an effort to keep air from getting into and under the cars and sending them airborne if they turn sideways at high speed. However, the addition of the windows on one side seems to draw the hot air from outside through the open left-side windows and heat up the interior of the car considerably.

"These things feel like ovens on wheels right now, so I know 400 miles of it is going to be hot," Allison said. "I don't see how anybody's going to be able to survive 400 miles without a cool suit. We're going to wear one." Associated Press DAYTONA BEACH, Fla. Roll the dice. Turn the wheel.

Drop the green flag. The Firecracker 400 could be anybody's race. "There's going to be a lot of gambling going on out there, and every time there is gambling, there are winners and losers," Darrell Waltrip said of today's 400-mile NASCAR stock-car race at Daytona International Speedway. The race, on the high-banked 2.5-mile oval, will be the first test of the smaller carburetors mandated by NASCAR in an effort to slow the cars here and on the 2.66-mile speedway at Talladega, Ala. Said Allison, 26, who has won two poles and two races this season: "I don't think you'll see anybody who can run off. There'll be a lot of drafting going on. A car will be able to run a whole lot faster in the draft than by itself.

It will be like back in the old days, when you had to use the slingshot more than horsepower."
