The New The NBC peacock spread its plumage earlier this week, and new shows tumbled off the feathers like rain off a duck's back. Not only did NBC reveal premiere dates for previously announced new series, but the network also unveiled a list of "new" new series. Among the new programs are Fitz Bones, starring Tom and Dick Smothers as a hot TV news team; Walking Tall, stolen from the movies; and Number 96, an adult comedy adapted from an Australian series.

The Gangster Chronicles: An American Story, previously planned as a miniseries, will air as a series. It dramatizes the lives of three men who ran organized crime in this country Charles "Lucky" Luciano, Michael Lasker and Bugsy Siegel. NBC said the series will "expose the sociological roots of crime and will deal with human beings who, for whatever reasons, became what they were." Only two of three previously announced series have been given air dates. Flamingo Road, a prime-time soap opera, will begin Jan. Hill Street Blues, a drama centered on a ghetto police station, will bow Jan.

10. Harper Valley PTA, however, has been sent back to the repair shop to be retooled from a one-hour to 30-minute entry. The network also failed to provide air dates for Sanford and Boomer. NBC was the last of three commercial networks to announce a revamped prime-time schedule, which was forced by the actors' strike. Unlike ABC and CBS, NBC started its season the week of Sept.

15. The other two, recently announcing their slates, said their seasons will begin Monday. "During the strike," said NBC Entertainment President Brandon Tartikoff, "NBC continued to plan and develop fall backup series as well as refine current programs. The result has been most fruitful." Tartikoff said NBC will introduce its 1980-81 schedule in three phases, starting with comedies in mid-November. Diffrent Strokes will be the first to return on Nov.

12. Facts of Life will appear Nov. 19. Quincy will return Nov. 12.

Phase two in late November and December will feature hourlong comedy Number 96 (Dec. 5) and three new variety entries that will run five weeks. The variety shows include The Steve Allen Comedy Hour (Dec. 2); Marie, starring Marie Osmond (Dec. 5); and Barbara Mandrell and the Mandrell Sisters (Dec.

6). The Mandrell show will have a sneak preview on Nov. 18. Phase three in January lists the new series Walking Tall on Jan. 13, Fitz Bones in a two-hour premiere on Jan.

22 (it will be back in one-hour form Jan. 23), and The Gangster Chronicles on Jan. 31. Premiere dates of other NBC series are CHiPs on Dec. 7, Lobo on Dec 30, Buck Rogers on Jan.

9 and BJ the Bear on Jan. 17. LOCAL LINE Jack Gates, who has been a general assignment reporter for Channel 5 for the past six years, will move to another warm clime soon when he joins KCST-TV in San Diego. Gates' last day at Channel 5 was Friday KIKO-FM signed on for the first time over the weekend in Globe. The station can be heard at 100.3 on the dial.

That's between KBBC and KOPA (FM) Speaking of KBBC, reporter Diane Thompson has landed a job at KFWB, the all-news station in Los Angeles. She began looking for work on the West Coast after fiance Fred Roggin, who anchors the sports reports on Channel 12's Action News at 5 p.m., landed a sports post at KNBC-TV there. Ms. Thompson will start work in Los Angeles on Nov. 10, and Roggin will begin in mid-December KRUX radio has applied to the Federal Communications Commission for a call-letter change.

The networks say that means in an average prime-time minute during the week, 25.5 percent of the nation's TV-equipped homes were tuned to NBC. CBS and ABC tied for the runner-up position for the week at 15.9. NBC's all-time high rating of 26.4 was recorded earlier this season, for the week in which the network carried the 12-hour Shogun miniseries. The second highest rating was compiled during the 1978 World Series. Both ABC and CBS had one program in the top 10 in the most recent survey ABC with That's Incredible in seventh place, CBS with the Country Music Association Awards Show in 10th.
