Richard Jackson might not admit it, but the senior pastor at North Phoenix Baptist Church Bud Wilkinson 1 -f Republic Columnist of local programming per week. At the outset, though, the only Phoenix show televised will be the church service. Next month, Channel 39 will begin airing Sunday evening services live. Jackson may begin an interview show in January as well.

The goal is 10 to 15 hours per week of local shows. Ist viewers get the wrong impression, Channel 39 is not an extravagant operation. It cost only $119,000 to get on the air and currently has one salaried employee, Stevens. The anticipated monthly operating cost, salary excluded, is a mere $225 for electricity. As a low-power station, Channel 39's signal may be good only in areas within 10 miles of the church.

Jackson said he doesn't think a preponderance of viewers will react harshly to Channel 39 because of the PTL's troubles, and he sees difference between nationally-seen televangelists and a local operation. "We really believe in the local church. We believe TV can be an effective outreach of the local church. We will win our spurs by being consistent, by being there." And by what it doesn't do, as much as by what it does. with a laugh that "Jim and Tammy were a lot more entertaining than a lot of what's on television." Secondly, Channel 39 won't beg.

"ACTS does not ask for funds, nor will we," Jackson said, explaining that the station's purpose isn't to make money. "Our concept of television has been to basically give it to the community as an outreach." If Channel 39 brings more people to the church, that's great, but Jackson and Stevens said locally originated programming won't be limited to telecasts from North Phoenix Baptist Church. "We'd like this to be an outreach for the Christian community," said Jackson. Stevens added that Central United Methodist Church is expected to provide a half-hour local show come autumn. The Fort Worth, Texas-based ACTS is a commercial network, but Channel 39 doesn't plan to sell air time in the traditional way.

Jackson said sponsorships will be available, and will be aired in the way PBS outlet KAET-TV (Channel 8) credits underwriters. Under Channel 39's affiliation agreement, the station may show up to 28 hours it might take 18 months to get on the air. While Jackson now says he hedged a trifle on the safe side so as not to get his parishioners' hopes up, the fact is that sign-on came earlier than expected. At a bad time. Because of that, more questions about what Channel 39 won't be than what it will be were asked of Jackson and Stevens on Wednesday.

First off, it won't offer round-the-clock religious programming. Two-thirds of the shows picked up off the American Christian Television System network, an arm of the Southern Baptist Convention, will be family-oriented entertainment shows "good, clean moral entertainment," Jackson said. That means lassie, The Lone Ranger, The (original) Dill Cosby Show, outdoor shows, cartoons and old movies, as well as religious shows, including a live broadcast of services from Jackson's church every Sunday at 11 a.m. Jackson describes Channel 39's fare as an alternative. "I watch all the network television I find appealing to me, but I'm -hard pressed to find something that will keep my attention," he said, adding couldn't have picked a worse time to fire up a new low-power television station in Phoenix.

Not because of the marketplace, mind you, but because of all the exposure video evangelists have received lately. Mention religious TV and Jim and Tammy Faye Bakker pop to mind. There is no need to recycle all that has happened in recent months concerning the Bakkers. Considering how ABC's Nightline recently scored its best ratings ever when Ted Koppel interviewed the deposed PTL front man and his turn-on-the-tears wife, it's safe to assume everyone knows those tales. But, I suspect, the impact of revelations involving Jim Bakker, combined with Oral Roberts' pleas that God would call him home if viewers didn't send cash fast, has caused a viewer backlash against religious figures and religious shows on TV.

A Phoenix Gazette poll earlier this week showed that 86 percent of Arizonans think television ministries are too concerned about raising money. Timing, though, isn't something that can be taken into account when starting a TV station. When the federal government gives its approval and the equipment is installed, the transmitter is turned on. Actually, in the case of newcomer Channel 39, operation began two weeks ago when the station started running round-the-clock promos for the regular programming that will start at 5 a.m. Sunday.

Neither Jackson nor Channel 39 General Manager Leroy Stevens thought the debut would come so soon.
