REPUBLIC URRU ALE AND avUu Tue Arizona hepunne MAIL E17 Midwest shivers with light snows; Rockies feel chill United Press International Snow and freezing temperatures sent chills through the upper Midwest on Saturday, and rain stretched from Michigan to New England. Light snow spread from northern Minnesota to upper Michigan, but the ground remained too warm to permit any accumulation. Wind-whipped snow reduced visibility to 2 miles at Hibbing, Minn. Freezing weather was the rule for most of the upper Midwest, and the Rockies were even colder.

Freezing temperatures extended as far south as the mountains of New Mexico. Temperatures in the teens hit the northern reaches of the Rockies. Jackson, was the nation's cold spot early Saturday with a reading of 12 degrees. West Yellowstone, reported a low of 18 degrees. Showers were scattered from Michigan across New York state and north to New England.

Rainfalls generally were light. A few thunderstorms dotted southwestern Texas, dropping 1 inch of rain on Marfa. A few showers dotted the southern tip of Florida. Clear skies spanned the Ohio Valley and stretched over the Gulf Coast. Much of the West also enjoyed fair weather.

Smog-free LA breathes easily Associated I Press LOS ANGELES Southern California residents enjoyed a treat Saturday for the first time in almost two weeks they were breathing air they couldn't see. Saturday's air condition received an official "good" rating from the Air Quality Management District, with only a few pockets of colorful atmosphere described as "unhealthful for sensitive persons." The air-quality district said similarly improved conditions are expected today. For the first time since the dusty, stinging air enveloped Los Angeles on Sept. 29, the air-quality district predicted no first-stage smog alerts through the weekend. The alerts mean breathing is unhealthful for everyone outdoors.

The 12 alerts called Friday were half the number posted the day before. "It's really good news," said Jim Birakos, deputy executive director for the Air Quality Management District. "We hope this marks the end of the 1980 smog season." The worst October smog attack in a decade was blamed on a stubborn temperature- inversion layer that settled over the Los Angeles basin like a cork, leaving no escape for the smog. The layer rose from 800 feet to 2,000 feet on Friday and was continuing to rise and move toward the southeast. But experts have no doubt the smog problem will return next spring.

"They say death and taxes are inevitable," Birakos said. "I suppose around here we could say death, taxes and smog are inevitable, at least for the next few years." Study says forests are being depleted United Press International WASHINGTON Many of the earth's tropical moist forests could be reduced to "impoverished remnants" or eliminated by the end of the century, the Council on Economic Priorities warned Saturday. The non-profit, public-interest group said tropical forests covering 3.6 million square miles of the Earth's land surface are being depleted more rapidly than some of the planet's most precious metals. The council said commercial timber harvesters, forest farmers and cattle ranchers "are growing so pervasive and destructive in some of their activities that by the end of the century, many (forests) could be reduced to impoverished remnants, if not eliminated altogether." The forests harbor as many as half the Earth's five to 10 million species of animals and plants that contribute to medicine, agriculture and industry, the group said. The loss of the tropical forests could "trigger several ecological repercussions" such as flash floods, followed by massive soil erosion, loss of nutrients and "other forms of environmental degradation." Also, the council said, widespread burning of the tropical moist forests releases large amounts of carbon dioxide into the atmosphere that could lead to a dislocation in climatic patterns from the equator to the North and South Poles.

It suggested that private corporations conduct ecological studies to determine which areas should be exempt from logging. USS Constitution welcomes the nation's newest frigate United Press International BOSTON The USS Constitution, the nation's oldest frigate, Saturday, greeted the country'snewest frigate in a commissioning ceremony at Charlestown Navy Yard. The USS Samuel Eliot Morison, a new jetpowered, guided-missile frigate designed for defense against submarines, aircraft and surface ships, is named after the late historian and Harvard professor. The ship was greeted by "Old Ironsides," which fought more than 40 engagements after its 1797 launching in Boston. Saturday was the first time the Constitution officially participated in the commissioning of a naval vessel.

The Morison was delivered by Bath Iron Works in Bath, Maine. Its commanding officer is Cmdr. Larry J. Andrews of Pasadena, Calif. The 445-foot Morison has only 180 officers and enlisted men, compared with a modern destroyer crew of about 350, due to automated command and control systems.

Larson, 72, of 5831 E. Casper Road, a retired electrician, died Oct. 10, 1980, in Mesa Lutheran Hospital. He also had operated a resort in Minnesota before coming here 12 years ago from his native Rockford, Ill. Tobler, 1124 N. 25th Place, was a welder 25 years for Reynolds Metal and was a member of Steelworkers Union Local 3937. He was a Navy veteran of World War II and came to Arizona in 1945 from Kansas. Freeman, 63, of 5129 E. Forge Circle, who died Oct. 8, 1980, in Mesa Lutheran Hospital, were private, Gibbons-Bunker Garden Chapel announced. Mrs. Freeman WAS born in Percival, Iowa, and came to Arizona in 1971 from Nebraska.

She is survived by daughters, Marilyn Wessel, Jacquelyn Pont and Carolyn; three sisters; two brothers and three granddaughters. Lucile Howard Lucile Howard, 82, of 1668 W. Glendale who came here in 1914 from Oregon and formerly farmed in the Cartwright District, died Oct. 9, 1980, in Beverly Manor Nursing Home. She was born in St.

10, 1980, in St. Louis. Mr. Amelung was a member of the Phoenix Orpheus Men's Chorus and the American Society of Composers and Publishers. He WAS born in Greenleaf, and came to Sun City in 1960 from Kansas City, Mo.

He is survived by children, Juanita Kirby, Virginia Moffett and Fred; seven grandchildren and seven great-grandchildren. Services will be 10 a.m. Tuesday at St. Christopher's Episcopal Church, 103rd and Peoria avenues. Friends may call from 2 to 6 p.m.

Mrs. Gocal WAS a member of the American Legion and Veterans of Foreign Wars auxiliaries, St. Elizabeth Seton Catholic Church and Polish American Democratic Club. She is survived by her husband, Mike; children, Dorothy Angell, Carl Coffelt and Clarence, Robert, William and Raymond Goncher; two sisters; two brothers; 16 grandchildren and three great-grandchildren. Sheridan, who worked for Southwest Forest Industries 43 years, died Oct. 10, 1980, in St. Luke's Hospital. He was born in Concho and came here in 1962. Survivors include children, Mary Baca, Elvera Padilla, Polly, Milo, George, Herman, Felix Patrick, Nick and Jimmy; two brothers; 42 grandchildren and 41 great dren.

Alex Davis GLENDALE Services for Alex Lee Davis, 36, a United Airlines mechanic who died Oct. 9, 1980, in Good Samaritan Hospital, will be 2 p.m. today at Chapel of the Chimes, 7924 N. 59th Ave. Mr.

Davis, 6104 W. Monte Cristo, recently returned to Glendale after living in California. He was born in Tupelo, and previously lived here 18 years. He is survived by a son, Kenneth; father, Jefferson Davis; three sisters and seven brothers. MESA Ernest J.

"Jim" Turley, 39, who WAS owner of E. J. Turley Builders and served the past three years on the state board of appeals for the Department of Economic Security, died Oct. 10, 1980, in Mesa Lutheran Hospital. Mr.

Turley, 3712 E. McDowell Road, was a construction engineer. He was born in Tucson and was graduated from Arizona State University, where he WAS a member of the Sun Devils Club. He served on the board of directors' of the Arizona Contractors Association and was a member of Baseline Rotary Club and a past member of Mesa Sertoma Club. Mr.

Turley WAS a stake missionary and an elder in the Church of Jesus Christ of Latter-day Saints. Survivors i include his wife, Ruth; children, Connie Ann, Denise, Shauna, Cary, Kenneth, Jay, Michael, Brandon and Craig; Dr. Oscar Thoeny Dr. Oscar W. Thoeny, 77, formerly chief of staff at St.

Joseph's Hospital, died Oct. 9, 1980, in his home, 2323 N. Central. Dr. Thoeny, an opthalmologist, earned his medical degree at the University of Wisconsin at Madison.

He WAS born in Alma, Wis. He did his residency at the Naval Hospital, San Diego, and in 1942. served as an Army doctor with the rank of colonel at William Beaumont General Hospital, El Paso, Texas. Dr. Thoeny was past president of the Maricopa County Medical Society and the Arizona Medical Association.

He served on the Phoenix Library Board and Board of Censors. He initiated the rare book room at the Hayden Library at Arizona State University and WAS a member of the College of Surgeons. He was a member of Rotary 100 for 40 years and was on the boards of the Phoenix Art and Heard museums. Dr. Thoeny came here 51 years ago from Wisconsin.

He is survived by his wife, Dorothy; son, Bruce; a sister and five grandchildren. Services will be 11:30 a.m. Monday at A. L. Moore Sons Mortuary, 333 W.

Adams. Allen Shaw PRESCOTT Allen N. Shaw, 71, who was an industrial arts teacher for the Glendale High School District until retiring and coming here in 1975, died Oct. 9, 1980, in Yavapai Community Hospital. Mr.

Shaw was born in Hedrick, Iowa. He was graduated from the Iowa State Teachers College and earned a master's degree from the University of Northern Colorado. He taught in Finchford, Iowa, and Grand Junction, before moving to Glendale 19 years ago. Surviving are his wife, Margaret; sons, Robert and Richard; mother, Flossie Shaw; a sister and five grandchildren. Services will be 2 p.m.

Monday at Mountain View Cemetery, Prescott. Emery Thomas DILKON Services for Emery B. Thomas, 39, who was killed Oct. 4, 1980, in a train accident in Holbrook, will be 10 a.m. Monday at the Joseph City Church of Jesus Christ of Latter-day Saints.
