He said it could be useful if a suit is filed. Dushoff and the residents association recommended that data for all of 1985 be entered into the city's computer system. Tempe's Management Services Department has estimated that it would cost $8,577 in personnel time to process a year's information.

In addition, one-time programming costs are estimated at $4,500 to $5,000. Department officials say the city probably should contract with a private agency to do the job if all 1985 data are to be tabulated. "I think we've pretty much agreed to do the past year and to keep ongoing records," Gross said. But no decision has been made yet on whether to use city personnel or seek outside help, he said. The City Council has authorized use of the computers but wants more information on the cost of processing the data, Gross said.

He said he may have the cost figures for the council Thursday. "The flight data will give us more information to work with on the aircraft-noise issue," Gross said. "It better defines the environment." Tempe has threatened to sue its larger neighbor over noise here from jets leaving Sky Harbor Airport.

The Tempe Residents Association, a citizens group that has studied the noise problem, has been collecting data on flights from the Federal Aviation Administration. Because of the voluminous amount of information, the association asked the city to help process it. The FAA data include such information as the percentage of aircraft departing over Tempe from Sky Harbor, as opposed to flights departing over other parts of the Valley. The data also detail the types of aircraft making the flights and their departure times and routes. Randy Gross, assistant to the Tempe mayor and council, noted in a city memo that data on 31 aspects gf each of 300 daily flights must be recorded.

failed last week when the City Council decided against the proposal. Today marks the first observance of a federal holiday honoring King, the slain civil-rights leader. In December, Caryl Terrell, a Tempe resident, had asked the council ta make today the city's 11th paid noliday. She appeared at a council study session Thursday night to make a final plea. The council's Finance and Personnel Procedures Committees had recommended against granting city employees another paid holiday, mainly for economic reasons.

Staff members estimated it would cost Tempe $175,000 to $190,000 to give general employees the day off and pay overtime to others required to work, such as Police and Fire department and water-plant employees. Councilwoman Pat Hatton and Vice Mayor Bill Ream, members of the Finance Committee, told Terrell that no money had been budgeted for this in the current fiscal year. Terrell, a council candidate, said she thought the city could work around the budget and come up with the money. She is state coordinator of the Rainbow Coalition and the National Political Congress for Black Women. Hattp'n, who heads the Finance Committee, said, "I think we certainly all have an awareness of the role he has played in our country." She said there were other ways to honor the slain civil-rights leader than by a paid holiday.

Mayor Harry Mitchell said he wondered how many employees would "sit back and contemplate" the significance of the holiday if they had the day off. He noted that the city did issue a recent proclamation in King's honor.
