"They have decided to tap the mat and bow to Ihcir rulers outside Parlia LONDON, Thursday. The Australian Prime Minister, Mr Whitlam, and his deputy, Mr Barnard, had surrendered to the Labor Party machine without a fight in deciding to withdraw all Australian troops from Singapore, the Leader ment," he told a press PTY LTD Mr Snedden said he had learnt of the withdrawal 34 Hunter Street, Sydney. 25 2244. decision only from reports of a London press confer ence held the previous day by Mr Barnard Until then, "everybody's understanding" had been that a decision on whether support troops would main in Singapore would he made at the Federal Conference of the ALP next month. He would not say if a Liberal Government would send troops back to Singapore, as this was a question for joint decision by senior members of the party.

Mr Snedden said Mr Whitlam, in indicating that he would be prepared 10 have discussions with the Stales on ending appeals to the Privy Council, "appeared to have taken my advice." He said he had made it clear that the Commonwealth should consult the States and obtain their agreement before trying to alter the Constitution. "Mr Whillam is an impetuous man, and he doesn't understand that a single man cannot decide how Ihc Constitution of Australia will operate," Mr Snedden said. In his talks with Mr Heath, he had gathered that the British Prime Minister thought Ihc subject of appeals to the Privy Council was an Australian problem requiring an Australian solution. The Corporate Affairs Commission has power to cancel registration of the business name Rhodesia Information Centre, Mr Justice Shcppard said in the Supreme Court yesterday. He said that, provided the commission observed various legal requirements of the Business Names Act, it had power to give notice to the centre that it proposed to cancel the name.

Mr Justice Sheppard also held that the name suggested connection with the Government of Rhodesia. The Corporate Affairs Commission had sought rulings on its powers under the Business Names Act, in relation to the centre. The defendant in the proceedings, Dcnzil Vaug-han Montague Bradley, is an official of Ihc centre. Mr Justice Sheppard said that, on April 24, 1967 an application was made io register the business name. Rhodesia Information Ccnlrc, and on Mr Whitlam said Australia did not recognise Rhodesia or persons purporting to be officials of its Government.

Mr Justice Sheppard said the results were the same, whether he looked at Ihe Prime Minister's certificate, olhcr legal cases to which he had been referred, or the history of the country. Whatever the approach, he had to treat the Rhodesian Government as unlawful. He added: "I am satisfied that the name Rhodesia Information Centre does suggest connection wilh the Government of Rhodesia." He was satisfied that the registration of the business name Rhodesia Information Centre infringed Ihe Business Names Act. This meant that the Corporate Affairs Commission might now advise the centre that it proposed June 1 that year, it was registered. Under the Business Names Ad, minislcrial approval was required for registration of names considered by the commission lo be "undesirable." "The Attorney-General has at no time consented to Ihc registration of the name.

Rhodesia Information Centre." Mr Justice Sheppard said. "In my opinion, the words Rhodesia Information Centre evoke the idea that the business carried on under that name was lo provide information about the geographical area known as Rhodesia." Mr Justice Sheppard said the words conveyed "a basis for saying that, in all probability, the business is connected with the Government of that place."
