"It is known that people saddened by the death of their animal go through the same stages of grief that people grieving the loss of people go through," he said. He believes animals work a special, therapeutic "magic" on humans, especially humans in need. The magic is unconditional love and acceptance. "Even the best-intentioned people do a double-take when they see a child with cancer who is bald and puffy from therapy. That never happens with animals.

Education and Training Minister, Mr Dawkins, said yesterday that Mrs Whitlam would chair the 18-member National Consultative Council when the UN next year renewed its commitment to tackling world illiteracy. The council would develop policy options for the Federal Government and promote community awareness about literacy in Australia, he said.

Mr Dawkins said about 10 per cent of Australian adults were now functionally illiterate in English. More than 30 per cent of this group came from English-speaking backgrounds. Unless this was addressed, the gap would widen between society's requirements and the skills of many of its members, he said. To promote and reward the new approaches being tried in schools, the Ministry of Education and 'The Age', supported by the Catholic Education Office and the Independent Schools Association, last year launched the Curriculum Innovation Award.

The award attracted hundreds of entries and generated publicity about the work of schools in regional and metropolitan media. There were regional and state finalists and the winning schools received cash prizes totalling nearly $8000, bronze plaques and reference books produced by the Macquarie Library. An information booklet describing this year's award will be distributed to schools and regional offices of the Education Department next week. "It provided a focus for curriculum innovations and led to increased public recognition of excellence in our schools," Mrs Kirner said.

"I would encourage all schools which have successfully implemented a genuine curriculum innovation or an innovative way of organising existing curriculum to enter the award." Nominations for this year's award close on 21 July. Schools may be nominated by a member of the school staff or by people from the community. A nomination form is included in the information booklet.
