Sir James Vernon, who has died in Sydney at the age of 90, was one of those people. A great corporate leader, he was more widely known as the principal author of one of the most extensive inquiries ever conducted into the Australian economy.

The Vernon report took its place in a lineage of landmark industry inquiries stretching from the Brigden report in 1929 to Jackson in 1975, Crawford in 1973 and 1979 and Garnaut in 1989. In 1963, then Prime Minister Sir Robert Menzies appointed Vernon chairman of the inquiry which, when it delivered its report in 1965, recommended important changes to Australia's regime of tariff protection and the establishment of an alternative source of economic advice to government to challenge the dominance of the Federal Treasury. It was prescient in warning that if Australia did not save more, use its resources more efficiently and become a more substantial manufacturing exporter, it would face severe balance of payments difficulties, which would have to be met by "selling off the farm" of Australian assets to foreigners. The report also contained wide-ranging criticisms of government policy, from the Commonwealth's refusal to employ married women to its record on higher education and road accident prevention. Perhaps unsurprisingly, the report was not well received by the government which had requested it: Menzies went so far as to dismiss it in a statement to Parliament for exceeding its terms of reference, while its economic projections were questioned by, the then Treasurer, Harold Holt.

The Menzies Government did not take up the policy recommendations of the challenging report, and it was left to gather dust, although it remained of great interest to economists, and contributed significantly to the tariff debate which was continue for the next three decades. Vernon was one of Australia's leading businessmen, serving as a director of several major companies and playing a prominent role in the nation's. business organisations and institutions. He had a long and distinguished connection with CSR Limited. Vernon joined the company as a junior chemist in 1928, working in the research department for a number of years, even before he graduated in science at the University of Sydney in 1934.

In 1936, CSR sent him to Germany to study at the Berlin Sugar Institute, and later to London University where he gained a PhD in 1938. Reflecting his avid interest in the developing sugar industry, his thesis was about the speed of the crystallisation of sugar. Vernon rose to the rank of chief chemist in 1939, senior executive officer in 1951, then assistant general manager in 1956. He was general manager of CSR equivalent to today's managing director from 1958 until his retirement in June 1972. He then served on the CSR board as a non-executive director from 1972 to 1982, and as chairman from 1978 to 1980.

When asked about his time at CSR, Vernon once said: "I was a part of CSR. It didn't occur to me to go anywhere else. He became a cadet journalist on The Sydney Morning Herald in January, 1941, aged 17. He saw active service in the AIF in New Guinea in World War II, and afterwards married another young Herald journalist, Pat Pearse. They had three children. Their home in Gordon became a meeting place for a great variety of friends other journalists, artists, architects, musicians, poets. Anyone with a cause or enthusiasm was a candidate for this circle.

Westcott's own enthusiasms included jazz, classical music and photography. He had a darkroom under the house for produced striking pictures of high quality. Vernon was recognised for his public service, with the OBE, the CBE and AC. In 1965, he was created a Knight Bachelor. That year he also received the Order of the Sacred Treasure, First Class, from the Japanese Government, for his role in building the relationship between the Australian and Japanese business communities. While on the CSR board, Vernon chaired the Australian Post Office commission of inquiry 1973-74 and was chairman of CIBC Australian Ltd and Volvo Australia Pty Ltd. His other directorships included the Commercial Banking Company of Sydney Ltd, National Bank of Australia Ltd, MLC Ltd and Westham Dredging Company Pty Ltd.

Vernon always had a number of interests that he actively pursued outside of his working life; he was a founding member of the Australian Universities Commission, and he was Australian president of the Australia-Japan Business Cooperation Committee, a director of the Institute of Respiratory Medicine, international president of the Pacific Basin Economic Council, chairman of the Manufacturing Industries Advisory Council and vicepresident of the Australian Industries Development Association. He served with Henry Kissinger on the Chase Manhattan Bank International Advisory Committee chaired by David Rockefeller and was also a member of the Wells Fargo International Advisory Council. Vernon was essentially a on the then unfinished Sydney Opera House. Proudly Australian Personally Owned Tuesday, July 18, 2000 quiet and modest man and it was no surprise that after his retirement, as well as pursing his love of music, he had more time to indulge in his passion for fly fishing chasing the elusive trout and salmon from Alaska to the rivers of the Snowy Mountain region. He was an enthusiastic fly fisherman before he was 10 years old, and spent annual holidays camping with his father and family friends on the Fly River near Oberon. In his final years he spent much time fishing with his former CSR colleagues. A methodical and analytical man, he enjoyed the fine, patient work of cabinetmaking, and always had a wellequipped workshop for this purpose. The desk he used in his study at home, until the day he died, had been carefully crafted by him.

In his later years, he became an excellent cook. Having long prepared Sunday night supper for the family, he took up cooking in earnest after his wife, Pat, died in 1980. "Like the industrial chemist he was, he got out the cookbooks, followed the instructions to the letter and made really superb minestrones, curries, various varieties of said his daughter Ann. "He was very exact. He was no extemporaneous cook; he always weighed things precisely virtually using a chemical balance.

But he had the good fortune then to meet Therese Fombertaux. Each fulfilled the other's needs. They were married for 18 years, and for the last 10 Westcott suffered a series of serious illnesses. Therese cared for him devotedly. Colleagues regarded Westcott as extremely competent technically, but it was his human qualities and concern for others that they especially respected.

A bewildered new cadet who was assigned to work with him for experience was surprised when Westcott not only set out to be helpful but also treated him as an equal. They became friends for 50 years.
