Bob Bryant (03) 6504473 Written applications to: Mr. R. J. Bryant Executive Director, Corporate Tax Association, Level 13, 257 Collins Street, MELBOURNE, VIC, 3000 three young daughters of hard-work? ing Hong Kong Immigrants watched; television In the security of their million home In Serpens Road, Templestowe, a man wearing a balaclava and carrying a knife lurked outside. The eldest of the girls, aged 13, had been placed in charge while their parents worked at one of their two Chinese restaurants.

The man tampered with the electronically operated security gate to get in. Police are certain he had been watching the house. They believe he knew that the three Chan children, Karmein, 13, Karly, 9, and Karen, 7, were alone. He entered the home and gagged and bound the two youngest girls before locking them In a cupboard. Karmein, barefoot and wearing a nightie, was taken from the house.

The younger girls freed themselves and called thti, 'ether. He sped home, searched the house and called the police. "My daughter is gone," he told a D-24 operator. "A man with a knife took her from our home." This time, no burglary was committed and no ransom demand made. Instead, the man spray-painted the Chans' car with the words "Payback" and "More to The bonnet was sprayed with the words "Asian drug deal" and the car signed Another apparent clue was that Karmein attended Presbyterian Ladies' College, Nicola Lynas's school.

Once again, they were red herrings that involved police In hours of fruitless Investigation. In the early stages of the search police remained optimistic that Karmein would be returned. But In the third week of the investigation that optimism waned and the fear that Karmein may never be returned has altered police perception of the kidnapper. Of greatest concern is that Karmein may have seen the face that has previously remained behind a mask. Police believe that the kidnapper, who has gone to every length to protect his identity, would not release bis victim If she could lead WHEN he began his criminal activities he was known as Mr Cool.

He has become Mr Cruel. In 1987, a mix-up linking two separate attacks on women led to a rapist being dubbed with the now infamous identity of Mr Cruel. Although unintended, the mistake that turned Cool Into Cruel Is ironic when considering the increasing level of brutality that has transformed Mr Cruel Into possibly Melbourne's most feared criminal. In November of that year, he gained the attention of the media after the rape of a 48-year-oli r-mer nun in her Moonee Ponds flat. He was thought to have been responsible for at least three brutal rapes.

Mr Vaughan Werner, who was then the police assistant commissioner for crime, was asked by reporters to describe the Moonee Ponds rapist He said: "Super cruel." The next day, a headline read: "Police hunt for Mr Cruel." Later, a police taskforce was set up to Investigate a large number of attacks on women and young girls in the eastern suburbs. During the investigation police decided the Moonee Ponds rapist was not the man sought for the eastern suburbs attacks. In speaking of an attack on an 11-year-old girl in Lower Plenty, police made numerous mention of the rapist as a "cool and calculating He had forced his way into the house about 4 am with a pistol, a knife, handcuffs, rope and sur-glcal tape. He blindfolded, bound and gagged the girl's parents and seven-year-old brother, shut them in a wardrobe, then repeatedly raped the young girl for two hours before calmly leaving the house. His preparation, methodical approach and willingness to remain in the house for more than two hours led to his reputation among police as a cool and calculating criminal.

The man disappeared for- 16 months until 27 December 1988, when he struck In Hlllcrest Avenue, Rlngwood. He broke Into the house of John and Julie Wills, tied them up with copper wire and walked into the bedroom where their four daughters were sleeping. The man asked for 10-year-old Sharon by name, then took her from the bouse. Sharon was released 18 hours lat- er, and was found by a motorist In Bayswater. She had had two garbage bags taped to her body, and she had been blindfolded and gagged, with a small ball In her mouth to stop her screaming.

She bad been brutally assaulted. At a news conference held by police the day after her release, Sharon's abductor escaped connection with the Lower Plenty attack. Instead, police said they were looking at possible links with more than 20 attacks on children In the eastern suburbs. Detective Chief Superintendent Kevin Holliday said: "I would say that we are dealing with a dangerous and cunning person who has set out to capture this girl right from the very beginning and probably put a lot of planning into the commission of this crime." Detective Chief Inspector Des Johnson said the kidnapper had the potential to kill. "We have to get this one." Through it all no mention was made of the name Mr Cruel.

Eighteen months later a masked, armed man broke into a house in Monomeath Avenue, Canterbury. Inside were Nicola Lynas, 13, and her sister Fiona, 15. Their parents had gone out for the evening. The man bound and gagged Fiona and left her on a bed, ordering her to tell her parents they should hand over $25,000 If they wanted Nicola returned. Nicola was blindfolded for almost all of her terrifying ordeal.

While she was held captive, her father, Brian Lynas, at an emotional press conference, pleaded with the abductor to release her. Fifty hours after she was taken from her home, Nicola was driven to Kew. Her blindfold was removed only moments before her release. It was two o'clock In the morning on the day of her 14th birthday. Later that day she told police what Happier days for the Chan children, Karly, 9, Karen, 7 and Karmein, 13.

The two younger girls were bound and gagged and locked in a cupboard while the armed man fled from the house with Karmein. immwmnwiimmaiammamii Department of EMPLOYMENT, EDUCATION AND TRAINING she had been subjected to, but added that her kidnapper had given her food and drink. She told them the man had watched the news and commented to her about her father's plea. The night Nicola was abducted was to have been the family's last in the rented house. They were to move out the next day to prepare for their return to England at the end of the week.

Police said the ransom demand proved to be nothing but a ruse. No contact was ever made and police believe It demonstrated the kidnapper's cunning attempt to divert attention from his real motive. As the details of the abduction unfolded, police fears grew. It was now evident that they were up against perhaps the cleverest criminal they had ever encountered, a man who left few clues at the scene or on his victims. A team of detectives from the major crime squad was assigned to the case full-time.

Community fears grew as newspaper headlines questioned whether the abductor was Mr Cruel. A pattern of behavior had begun to emerge that linked the man to the three attacks. All had occurred during or close to school holidays. Each time, the man wore protective clothing to conceal his Identity. He went to extraordinary lengths to remove traces of forensic evidence.

Police believe on each occasion that the man had attempted to confuse early' investigations by stealing money from the houses, or by making the ransom demand. Concern also grew that the man was losing control as his actions became more sinister. He had progressed from attacking his victim In her home to abducting bis second victim for 18 hours, and his third for 50 hours. Police believed Nicola Lynas was released only because of her father's plea and the fact that it was her birthday. A forensic psychologist, Mr Tim Watson-Munro, said the kidnapper was growing stronger In his belief that he could elude police.

He said it was certain that the man would abduct again that next time the risk would be greater, and that his precautions might threaten his victim's life. Police were equally concerned, and as the Investigation progressed contingency plans were drawn up to deal with future attacks. They believed that the next attack would be later this year, during school holidays. But three weeks ago today, as the What Is certain is that Mr Cruel's unintended change of name is reflected in the transformation he has undergone into a feared psychopath who police believe will strike again.
